<strong>The</strong>se bits of <strong>ivory</strong> have been accumulated at an <strong>elephant</strong> camp,<br />

but will not be sold for spiritual reasons<br />

<strong>The</strong>se data were analysed <strong>and</strong> the<br />

counts, types <strong>and</strong> prices of <strong>ivory</strong> items<br />

were broken down for display <strong>in</strong> tables<br />

follow<strong>in</strong>g the system developed by<br />

Mart<strong>in</strong> <strong>and</strong> Stiles (2002, 2003, 2005,<br />

2008) to allow for st<strong>and</strong>ardized<br />

comparisons of the <strong>in</strong>dicators between<br />

place <strong>and</strong> time. <strong>The</strong> retail prices used<br />

are the ask<strong>in</strong>g prices, but this <strong>in</strong>dicator<br />

is of limited value s<strong>in</strong>ce prices for the<br />

same type item vary considerably based<br />

on many factors, for example, type of<br />

outlet (e.g. luxury hotel, open market),<br />

appearance of the buyer (e.g.<br />

nationality/ethnicity, young-old, how<br />

well dressed), how eager for a sale the<br />

vendor is, quality of carv<strong>in</strong>g, age of<br />

item, etc.). For this reason, only<br />

common <strong>and</strong> simple types were used <strong>in</strong><br />

the comparative price table (Table 19).<br />

<strong>The</strong> exchange rate varied dur<strong>in</strong>g the survey period, but <strong>in</strong> all <strong>in</strong>stances <strong>in</strong> this report the rate used is THB35<br />

= USD1 (December 2006).<br />

Subsequent to the field research, TRAFFIC consulted with officials from Thail<strong>and</strong>’s CITES Management<br />

Authority, the Department of National Parks, Wildlife <strong>and</strong> Plant Conservation to encourage the government<br />

to take action to implement recommendations of CITES Resolution Conf. 10.10 (Rev. CoP14).<br />

LEGAL POSITION OF TRADE IN ELEPHANTS AND IVORY<br />

Trade<br />

Thail<strong>and</strong> acceded to CITES on 21 April 1983 <strong>and</strong> s<strong>in</strong>ce then the <strong>in</strong>ternational <strong>trade</strong> of <strong>elephant</strong>s <strong>and</strong> their<br />

products has theoretically been subject to CITES regulations. <strong>The</strong> <strong>in</strong>ternal <strong>trade</strong> <strong>in</strong> Thai <strong>and</strong> foreign wild<br />

<strong>elephant</strong>s <strong>and</strong> their products is illegal accord<strong>in</strong>g to the Wild Animal Reservation <strong>and</strong> Protection Act of 1992<br />

(WARPA). Wild <strong>elephant</strong>s are classified as protected animals. WARPA, along with the Wild Elephant<br />

Protection Act of 1921, prohibit the kill<strong>in</strong>g of wild <strong>elephant</strong>s or their capture without official permission<br />

from the government.<br />
