kilogrammes cost from USD286-429/kg <strong>in</strong> early 2008, up from USD91-182/kg <strong>in</strong> early 2001. No price for<br />
tusks weigh<strong>in</strong>g 5-10 kg could be obta<strong>in</strong>ed because few or none seem to be on the market. Even <strong>in</strong> 2003 a<br />
Thai <strong>in</strong>formant <strong>in</strong> Chatuchak Market said that a 10-kg tusk was almost impossible to f<strong>in</strong>d. Raw <strong>ivory</strong><br />
prices have <strong>in</strong>creased on average over 300% between 2001 <strong>and</strong> 2008 <strong>in</strong> Thail<strong>and</strong>.<br />
Data were not available to <strong>in</strong>dicate whether this shortage of African <strong>ivory</strong> has led to <strong>in</strong>creased poach<strong>in</strong>g of<br />
Asian Elephants to replace supply, as seemed to be the case immediately after the CITES ban <strong>in</strong> 1989.<br />
Workshops <strong>and</strong> carvers<br />
From an estimated m<strong>in</strong>imum of 100 active <strong>ivory</strong> craftsmen <strong>in</strong> Thail<strong>and</strong> <strong>in</strong> 2001, new estimates <strong>in</strong>dicated<br />
there were no more than 60 active <strong>in</strong> early 2008. However, this survey uncovered a previously unreported<br />
jewellery, belt buckle <strong>and</strong> knife/sword h<strong>and</strong>le <strong>ivory</strong> <strong>in</strong>dustry with at least eight workshops <strong>in</strong> Uthai Thani,<br />
one <strong>in</strong> Chai Nat <strong>and</strong> three workshops <strong>in</strong> Bangkok employ<strong>in</strong>g at least 45 carvers. This segment of the <strong>ivory</strong><br />
<strong>in</strong>dustry seems to be exp<strong>and</strong><strong>in</strong>g, based on the fact that one of these workshops visited <strong>in</strong> 2003 had <strong>in</strong>creased<br />
its employment from two to 12 craftsmen <strong>in</strong> less than five years, <strong>and</strong> many more retail outlets <strong>in</strong> the<br />
locations surveyed carried their merch<strong>and</strong>ise than <strong>in</strong> 2001.<br />
<strong>The</strong> former <strong>ivory</strong> carv<strong>in</strong>g centre of Phayuha Kiri appeared to be considerably less active than previously,<br />
as a result of government <strong>ivory</strong> seizures <strong>and</strong> efforts made by the Thai authorities with carvers to reduce<br />
illegal <strong>ivory</strong> manufactur<strong>in</strong>g <strong>and</strong> trad<strong>in</strong>g. <strong>The</strong> scarcity of <strong>ivory</strong> raw material may also be reduc<strong>in</strong>g <strong>ivory</strong><br />
carv<strong>in</strong>g activity.<br />

Table 17 compares the number of <strong>ivory</strong> outlets <strong>and</strong> pieces of <strong>ivory</strong> seen for sale <strong>in</strong> the 2001 <strong>and</strong> 2006/2007<br />
surveys.<br />
