fraudulent documents be<strong>in</strong>g used to legalise illicit wildlife exports. Customs officials should ensure that<br />

imported items at airports <strong>and</strong> ports correspond correctly with import declarations <strong>in</strong> the expectation that<br />

illegal raw <strong>ivory</strong> import shipments from Africa will be attempted <strong>in</strong> the future. All relevant law<br />

enforcement authorities should be alerted to the importance of timely <strong>and</strong> comprehensive report<strong>in</strong>g to<br />

ETIS.<br />

• In view of the scale of the <strong>in</strong>ternal <strong>ivory</strong> market, Thai authorities knowledgeable about <strong>ivory</strong> <strong>trade</strong><br />

issues <strong>and</strong> competent <strong>in</strong> <strong>ivory</strong> identification should visit the workshops <strong>and</strong> retail outlets market<strong>in</strong>g <strong>ivory</strong><br />

products <strong>and</strong> confiscate those items whose age <strong>and</strong> provenance cannot be proven to be <strong>in</strong> compliance with<br />

CITES <strong>and</strong> local regulations.<br />

• <strong>The</strong> Thai Government should ensure that Thail<strong>and</strong>’s <strong>in</strong>ter-agency National Task Force under<br />

ASEAN-WEN is able to carry out the cont<strong>in</strong>uous monitor<strong>in</strong>g of <strong>elephant</strong> <strong>and</strong> <strong>elephant</strong> product <strong>trade</strong> as one<br />

of its ongo<strong>in</strong>g priorities.<br />

• It would be useful for the Thai Government to sponsor a study on the employment of <strong>elephant</strong>s <strong>in</strong><br />

the tourist <strong>in</strong>dustry, as it is currently unknown to what degree the practice encourages wild <strong>elephant</strong><br />

capture or the <strong>in</strong>dustry’s effects on wild <strong>elephant</strong> populations <strong>in</strong> Thail<strong>and</strong>.<br />
