campaign was observed by TRAFFIC dur<strong>in</strong>g its surveys from December 2006 onwards.<br />

In terms of the comply<strong>in</strong>g with Resolution Conf 10.10 (Rev CoP12/ CoP14) <strong>in</strong>struction to “<strong>in</strong>troduce<br />

record<strong>in</strong>g <strong>and</strong> <strong>in</strong>spection procedures to enable the Management Authority <strong>and</strong> other appropriate<br />

government agencies to monitor the flow of <strong>ivory</strong> with<strong>in</strong> the State, particularly by means of:<br />

• compulsory <strong>trade</strong> controls over raw <strong>ivory</strong>; <strong>and</strong>,<br />

• a comprehensive <strong>and</strong> demonstrably effective report<strong>in</strong>g <strong>and</strong> enforcement system for worked<br />

<strong>ivory</strong>”,<br />

Thail<strong>and</strong> has made only recent progress.<br />

It is understood that <strong>in</strong> addition to the ongo<strong>in</strong>g registration process for entrepreneurs, all bus<strong>in</strong>esses<br />

<strong>in</strong>volved <strong>in</strong> <strong>ivory</strong> <strong>trade</strong> registered as a “Company” under the def<strong>in</strong>ition of the M<strong>in</strong>istry of Commerce will<br />

have to provide an <strong>in</strong>ventory of their current <strong>ivory</strong> stock. <strong>The</strong> CITES Management Authority of Thail<strong>and</strong><br />

is currently work<strong>in</strong>g to extend this provision to all <strong>in</strong>dividuals deal<strong>in</strong>g with <strong>ivory</strong>, to enable comprehensive<br />

record<strong>in</strong>g <strong>and</strong> <strong>in</strong>spection procedures to monitor the flow of <strong>ivory</strong> <strong>in</strong> Thail<strong>and</strong> (CITES Management<br />

Authority of Thail<strong>and</strong>, pers. comm. to TRAFFIC Southeast Asia, 2007).<br />

In December 2006, the DNPWP sent out to relevant prov<strong>in</strong>cial <strong>and</strong> national government offices a<br />

notification urg<strong>in</strong>g staff to take effective action to control illicit <strong>ivory</strong> trad<strong>in</strong>g (Anon., 2007a). To aid <strong>in</strong><br />

<strong>ivory</strong> identification, the CITES Management <strong>and</strong> Scientific Authorities with<strong>in</strong> the DNPWP have begun a<br />

project <strong>in</strong> co-operation with Kasetsart University to develop technology to dist<strong>in</strong>guish Asian <strong>ivory</strong> from<br />

African <strong>ivory</strong> (Anon., 2007a).<br />

In addition, Thail<strong>and</strong>’s report to CoP14 <strong>in</strong>cludes a list of complementary activities to bolster general<br />

implementation <strong>and</strong> enforcement of CITES, <strong>in</strong>clud<strong>in</strong>g the control of domestic <strong>ivory</strong> markets <strong>and</strong> <strong>trade</strong> <strong>in</strong><br />

<strong>elephant</strong> products.<br />

• <strong>The</strong> M<strong>in</strong>istry of Commerce issued a Commercial Proclamation on 17 March 2006<br />

prohibit<strong>in</strong>g, <strong>in</strong>ter alia, the export of live Asian Elephants or specimens thereof. Contravention of the law<br />

carries severe penalties.<br />

• Thail<strong>and</strong> designated the DNPWP as the focal po<strong>in</strong>t of ASEAN-WEN <strong>and</strong> it established the<br />

National Wildlife Law Enforcement Network Committee by MoNRE executive order 316/2548 on 29<br />

August 2005. <strong>The</strong> network committee consists of 22 Thai government organizations.<br />

• Thail<strong>and</strong> has offered to host a Programme Coord<strong>in</strong>ation Unit for ASEAN-WEN with<strong>in</strong> MoNRE to<br />

coord<strong>in</strong>ate regional communications <strong>and</strong> action to control illegal wildlife <strong>trade</strong>.<br />

• <strong>The</strong> Government is engaged <strong>in</strong> various tra<strong>in</strong><strong>in</strong>g activities <strong>in</strong> cooperation with <strong>in</strong>ternational<br />

organizations <strong>and</strong> the private sector to <strong>in</strong>struct government officers on CITES implementation.<br />

• On 10 November 2006 the DNPWP issued executive order 1717/2549 establish<strong>in</strong>g a wildlife task<br />

force. Members are the Thai CITES Management Authority, the Forest Fire <strong>and</strong> Protection Office <strong>and</strong> the<br />

Wildlife Conservation Office. Elephant conservation issues are <strong>in</strong>cluded <strong>in</strong> task force responsibilities.<br />

<strong>The</strong> <strong>elephant</strong> <strong>and</strong> <strong>ivory</strong> <strong>trade</strong> <strong>in</strong> Thail<strong>and</strong><br />
