KIPS pushes ahead with five action
plans
To achieve the targets, it has set the five
action plans - the campaign to double the
KIPS members and activate dormant members,
academic contest with excellent journals,
expansion of finance independence,
construction of a sole academic-industrial
cooperation academy in the IT sector, and
active assistance for globalization.
In order to develop
the IT 21 conference
into a top-class
international academic
forum, the KIPS has
mapped out a business
strategy based on five
action plans.
Under the strategy,
the KIPS will redoubled
its efforts to find
out technology areas
that have the great
impact on society,
seek study results having
significant effects
on the trade volume,
and search favorable
tasks to keep favorable relations with foreign
countries.
Along with this, the KIPS will seek
technology sectors where the setup of an
international technology education course
is available, operate or attract profitable
international academic forms, push for
manpower brokerage service by creating a
pool of experts armed with international
technology, and secure a system to foster
professional manpower for standardization
of international technology.
For strategic globalization, the KIPS
has also established the following strategies:
Improvement of domestic technologybased
trade balance, maintenance of
international cooperation through technology
exchanges, PR assistance for the
nation’s growth engine projects, supports
for information exchanges of domestic and
foreign technology educators, activities for
international technology standardization,
operation of an international IT education
center under the management of the KIPS,
and construction of international information
communication brain network.
Strategies for development of KIPS
As a means of developing the KIPS into
the top-class academic society in Korea,
KIPS will also make a strong push for the
following strategies, Chairman Byun said.
First of all, it will strengthen cooperation
with information communicationrelated
government agencies, groups and
KIPS executives
research centers, while bolstering the academic-industrial
cooperation with IT-related
enterprises.
Secondly, it will attract and host
advanced international academic forums,
including APIS 2006 and ALPIT 2006.
The KIPS will seek joint hosting of academic
forums related to information communication
and information processing
with world-famous foreign academic institutions.
Through agreements on mutual cooperation
with the IEEE society of the U.S. and
the IEICE society of Japan, the KIPS will
bolster bilateral ties and activate personnel
exchanges.
The KIPS will also activate study
groups and strengthen ties between the
headquarters and branches through visits of
KIPS chairmen’s group to branches.
It will also exert all-out efforts to
improve quality of various journals and
increase the number of academic papers.
By completing the electronic paper system,
called ACOMOS, it plans to provide paper
providers with high quality service and
shorten the paper-screening period.
In keeping with the globalization era,
the KIPS will secure enough budgets to
continuously publish journals carrying
papers written in English.
General projects of KIPS
In order to secure stable finances, the
KIPS will make best efforts to increase the
number of KIPS members and create a
fund with membership
fees of lifetime members
and retirement
allowances of KIPS
staff.
The KIPS is aiming
at increasing the number
of lifetime, regular
and special members by
more than 50, 1,000 and
10, respectively, while
activating dormant
members.
At the same time, it
will develop profit-creating
models by holding
short-term lecture
courses or workshops.
Related to this, it will establish a business
committee to create profits.
It will also construct a comprehensive
information network, named the ACO-
MOS, for effective management of KIPS
members, paper screening (electronics
paper) and finance.
By establishing the academic information
system of the KIPS, it will provide the
members of its society with high quality
services.
As a means of upgrading its services for
KIPS members, it will persistently upgrade
the society’s homepage and send newsletter
e-mail to its members every week.
The KIPS has also mapped out a plan
for informatization of the secretariat and
improvement of welfare for its staff members.
It will make best efforts to maximize

tent education on informatization of the
society’s homepage and Internet, and foreign
languages for its staff members.
Along with this, it will upgrade PCs at
the society and purchase new informatization
equipment, including beam projectors
and notebooks, to enhance business efficiency.
It plans to implement an incentive system
to maximize business efficiency
through free competition and improve
working conditions, while carrying out an
annual salary payment system.
To promote morale of its staff members,
the KIPS will hold workshops for staff two
times a year and implement a variety of
welfare programs, including supports for
hobby and leisure activities and operation
of various holiday systems.
At the same time, it will systematically
manage various funds of the society by
operating a finance committee and creating
profit-generating models.
Cooperation with foreign academic
societies
The KIPS will seek and augment cooperation
with world-famous domestic and
foreign academic societies by organizing
joint academic forums and activating
exchange of information and manpower.
For instance, the KIPS and the Hangeul
Engineering Study Society will jointly hold
the ALPIT 2006 in Uzbekistan on Sept. 27-
29 on the Asia’s IT language processing.
Under the close cooperation with APIS
Org., it will also hold the APIS 2007 in
Malaysia in January 2007 on IT-related
Korea’s excellent technologies.
Through agreements on business cooperation
with IEEE society of the U.S. and
IEICE society of Japan, the KIPS will seek
various joint projects, including international
academic forums and conferences.
It will also push for globalization of the
IT industry through academic-industrial
cooperation.
As concrete means, the KIPS will seek
close cooperation with the society-related
government agencies, groups and research
centers, including the Ministry of
Information and Communication, Korea IT
Industry Promotion Agency, and
Electronics and Telecommunications
Research Institute.
Along with this, it will bolster ties with
IT-related companies for mutual cooperation,
including Samsung SDS, LG CNS,
SK C&C, Korea IBM, Sunmicro Systems
Korea, and Microsoft.
History and purpose of KIPS
As information processing has become
one of the most important industries in
Korea, computing professionals have
encountered a growing number of challenges.
Along with scholars and colleagues in
related fields, they have gathered in a variety
of forums and meetings over the last
few decades to share their knowledge,
experiences and the outcome of their
research.
These exchanges have led to the establishment
of the KIPS on Jan. 15, 1993. KIPS
was registered as an incorporated association
under the Ministry of Information and
Communications in Korea.
The main purpose of the organization is
to improve our society by achieving the
highest capability possible in information
technology.
To achieve the target, the KIPS organizes
a variety of conferences, symposiums,
and exhibits, supports research
activities that develop technology and
improve knowledge of information processing,
and provides a vital forum for the
exchange of information, ideas and discoveries
in the information-processing technology
sector.

It also defines the standardization of
information-processing technology, supports
international collaboration and
knowledge exchange between academic
and industry partners, provides a venue for
publications of journals and books in the
area of information processing, and supports
any other activities that foster the
objectives of the society.
