Please find enclosed a brief note on the actions taken by SIRD, Tamil Nadu for<br />

the scaling up of Lab to Land Initiative and mobilization of BNVs in new Districts and<br />

Blocks. They have been able to adopt the strategy successfully by using the funds<br />

provided under IEC by the Ministry of Rural Development, You may consider adopting<br />

an appropriate strategy for scaling up of Lab to Land Initiative and utilization of the IEC<br />

funds at the earliest.<br />

LAB TO LAND INITIATIVES<br />

- TAMIL NADU<br />

Strategies taken by Tamil Nadufor mobilising BNVs in New<br />

Blocks<br />

Expansion of LTL initiatives<br />

• Information to the District Collectors<br />

• Principal Secretary to Government RD& PRdepartment has sent a<br />

D.O Letter (D.O Ir of Principal Secr~tary, RO & PR, Govt of TN No.<br />

24055/PR-3/10-16,dt 06.01.2012) to District Collectors concerned<br />

the LTL initiatives. :<br />

• Seven new Blocks in 5 Districts were indentified for BNV<br />

expansion.<br />

• information to the Project Directors and BDOs<br />

Director SIRD also informed the Project Directors of DRDA and<br />

the BDOs with full details on the Lab to Land initiatives.<br />

• tCo-ordinators' nominations<br />

• Faculty Members of SIRD were nominated as the Co-ordinator for<br />

each block.<br />

• SIRD, Tamil Nadu have formed team of best BNVs/ Facilitators<br />

per Block (3 per Block) to assist the BDOs in mobilizing BNVs.<br />

• State level workshop was organized on 28.01.2012<br />

Chairpersons of Panchayat Unions of the new Block,<br />

5 select Village Panchayat Presidents from the new Block,<br />

Officers and Functionaries from New Districts/ Blocks, Village<br />

District Co-ordinators (Total Sanitation), and the Block Team<br />

constituted for each block with Best BNVs and Facilitators<br />

from -,Pilot Block were also participated.<br />

BNVs from the Pilot Block given their testimony<br />

o . Film on Lab to Land Initiatives in Tamil Nadu was screened<br />

and copies distributed to all Blocks for screening.<br />

o "Best BNV Block Award" was announced during the State<br />

level Workshop for the best performing Block.<br />

o Block wise target were fixed in consultation with the Block<br />

Team.<br />

o The Block Team also prepared an Action Plan for mobilizing<br />

new BNVs in their respective areas.<br />

The workshop was attended by 158 participants.<br />

All the participants were provided with a White T Shirt and a<br />

cap sponsored by Banks, printed with BNV Logos etc.<br />

• 5,000 Hand Book for BNVs (Translated version of BNV Hand Book<br />

released by MoRO) were printed and issued to all .the Blocks for<br />

distribution to the BNVs and follow the strategies under Lab to<br />

Land initiatives.<br />

• Based on the request for more number of copies further 5000<br />

copies will. be printed and sent to blocks to supply to all the new<br />

BNVs (10,000+)<br />

was conducted at SIRO to know the progress in the field, at SIRO<br />

on 24.2.2012. They were also explained about the strategies to<br />

make progress in mobilizing BNVs.<br />

• One day training for the Block Computer operator was conducted<br />

at SIRO on 3.3.2012 to train, them on On-line data entry in<br />

/ /http/www.ruraldiksha portal.<br />

• Role of BNVs Team at Block / Villages:<br />

• SIRO released funds to each block for carrying out these activities.<br />

• Role of BNVs Team at Block / Villages:<br />

~ Assist the BOOs in organizing Meetings for Village Panchayat<br />

Presidents and others at Block level<br />

~ Organizing Village level meeting for the Panchayat Ward<br />

Members, SHGs /PLFs and others<br />

~ Assist the BDOs in Clustering of Villages<br />

~ Facilitate the mobilization and Registration BNVs in the<br />

Clusters/Villages<br />

~ Attend Village level meetings and motivate the public to<br />

became a BNV.<br />

~ Assist the Village Panchayat Presidents in organizing<br />

campaigns in the villages.,<br />

~ Attend Meeting organized by other institutions like PVT,<br />

VPRCetc and inform the public about the BNV concept.<br />

~ Help the BNVs in filling up the forms<br />

~ Assist the VP Secretaries in allocation of Houses to the BNVs<br />

through PRAmethods<br />

~ To motivate the new BNVs, through their own experiences in<br />

the Pilot Block<br />

~ The Team has identified a Core BNV in each Village<br />

Panchayat.<br />

~ They physically visit each Village, meet the public and<br />

canvas to become a BNV. Forms are supplied and collected<br />

after a few days and submitted to Block for entry on line in<br />

ruraldiksha portal.<br />

~ For entering data outsources has been arranged by the<br />

BDOs.<br />

~ Assist the BDOs in documentation of the whole process<br />

(Photos/video/paper clippings etc)<br />

The BDOs have arranged for lEC activities at the hamlet level such<br />

as<br />

~ Announcement through auto riksha<br />

~ Distribution of Bills<br />

);> Placing of Banners in the important places like bus stops,<br />

tea shops., Panchayat Officer, Public Distribution<br />

etc.,<br />

>- To complete the film to sensitize the public and BNVs on LTL<br />

>- Sensitization Training will be conducted for new BNVs at Blocks<br />

>- Two copies of Household Survey Forms as prescribed by MoRO will<br />

.be used to collect household data. One. copy to be with the BNV<br />

and one copy to BOO for feeding the data for analysis in the<br />

customized software.<br />
