Please find enclosed a brief note on the actions taken by SIRD, Tamil Nadu for
the scaling up of Lab to Land Initiative and mobilization of BNVs in new Districts and
Blocks. They have been able to adopt the strategy successfully by using the funds
provided under IEC by the Ministry of Rural Development, You may consider adopting
an appropriate strategy for scaling up of Lab to Land Initiative and utilization of the IEC
funds at the earliest.

Strategies taken by Tamil Nadufor mobilising BNVs in New
Blocks
Expansion of LTL initiatives
• Information to the District Collectors
• Principal Secretary to Government RD& PRdepartment has sent a
D.O Letter (D.O Ir of Principal Secr~tary, RO & PR, Govt of TN No.
24055/PR-3/10-16,dt 06.01.2012) to District Collectors concerned
the LTL initiatives. :
• Seven new Blocks in 5 Districts were indentified for BNV
expansion.
• information to the Project Directors and BDOs
Director SIRD also informed the Project Directors of DRDA and
the BDOs with full details on the Lab to Land initiatives.
• tCo-ordinators' nominations
• Faculty Members of SIRD were nominated as the Co-ordinator for
each block.
• SIRD, Tamil Nadu have formed team of best BNVs/ Facilitators
per Block (3 per Block) to assist the BDOs in mobilizing BNVs.
• State level workshop was organized on 28.01.2012

Chairpersons of Panchayat Unions of the new Block,
5 select Village Panchayat Presidents from the new Block,
Officers and Functionaries from New Districts/ Blocks, Village
District Co-ordinators (Total Sanitation), and the Block Team
constituted for each block with Best BNVs and Facilitators
from -,Pilot Block were also participated.

o . Film on Lab to Land Initiatives in Tamil Nadu was screened
and copies distributed to all Blocks for screening.
o "Best BNV Block Award" was announced during the State
level Workshop for the best performing Block.

o Block wise target were fixed in consultation with the Block
Team.
o The Block Team also prepared an Action Plan for mobilizing
new BNVs in their respective areas.

The workshop was attended by 158 participants.
All the participants were provided with a White T Shirt and a
cap sponsored by Banks, printed with BNV Logos etc.
• 5,000 Hand Book for BNVs (Translated version of BNV Hand Book
released by MoRO) were printed and issued to all .the Blocks for
distribution to the BNVs and follow the strategies under Lab to
Land initiatives.
• Based on the request for more number of copies further 5000
copies will. be printed and sent to blocks to supply to all the new
BNVs (10,000+)

at SIRO on 3.3.2012 to train, them on On-line data entry in

• Role of BNVs Team at Block / Villages:
• SIRO released funds to each block for carrying out these activities.
• Role of BNVs Team at Block / Villages:
~ Assist the BOOs in organizing Meetings for Village Panchayat
Presidents and others at Block level

~ Organizing Village level meeting for the Panchayat Ward
Members, SHGs /PLFs and others
~ Assist the BDOs in Clustering of Villages
~ Facilitate the mobilization and Registration BNVs in the
Clusters/Villages
~ Attend Village level meetings and motivate the public to
became a BNV.
~ Assist the Village Panchayat Presidents in organizing
campaigns in the villages.,
~ Attend Meeting organized by other institutions like PVT,
VPRCetc and inform the public about the BNV concept.
~ Help the BNVs in filling up the forms
~ Assist the VP Secretaries in allocation of Houses to the BNVs
through PRAmethods
~ To motivate the new BNVs, through their own experiences in
the Pilot Block
~ The Team has identified a Core BNV in each Village
Panchayat.
~ They physically visit each Village, meet the public and
canvas to become a BNV. Forms are supplied and collected
after a few days and submitted to Block for entry on line in
ruraldiksha portal.
~ For entering data outsources has been arranged by the
BDOs.
~ Assist the BDOs in documentation of the whole process
(Photos/video/paper clippings etc)

~ Announcement through auto riksha
~ Distribution of Bills

);> Placing of Banners in the important places like bus stops,
tea shops., Panchayat Officer, Public Distribution
etc.,

Secretaries at the Block head quarters

);>. The PLFs(Panchayat Level Federation of SHGs) were also
met during their meeting day at their village itself and
information on the BNV registration was shared.

>- Sensitization Training will be conducted for new BNVs at Blocks
>- Two copies of Household Survey Forms as prescribed by MoRO will
.be used to collect household data. One. copy to be with the BNV
and one copy to BOO for feeding the data for analysis in the
customized software.
