than 300 feet (Josephine County Rural Land Development Code 1994).<br />

Josephine County Public Works is responsible for maintaining county roads and public<br />

right of ways and road drainage ditch systems. This agency also works with ODOT to<br />

maintain several bridges in the watershed. It follows riparian management guidelines as<br />

presented by the permitting process with DSL and ODOT’s Water Quality and Habitat<br />

Guide when conducting maintenance activities in sensitive areas.<br />

State Level<br />

Josephine Soil and Water Conservation District<br />

SWCDs help landowners and farmers plan and implement water and soil conservation<br />

measures, while working cooperatively with watershed councils and other natural<br />

resource management agencies.<br />

<strong>Oregon</strong> Department of Forestry<br />

ODF enforces the 1971 <strong>Oregon</strong> Forest Practices Act on all non-federal lands. The Act<br />

includes policies that set requirements for timber harvest and regeneration with regards to<br />

wildlife habitat, fish habitat, and water quality. Stream protection and riparian setback<br />

requirements are determined by whether fish and/or domestic water use is present in<br />

adjacent streams.<br />

<strong>Oregon</strong> Department of Agriculture<br />

ODA is responsible for overseeing agricultural activities in the state. Under Senate Bill<br />

1010, ODA is designated as the lead agency to address non-point source pollution related<br />

to agriculture. It is currently developing an Agricultural Water Quality Management Area<br />

Plan for the Rogue Basin (excluding the Bear Creek Watershed) that will be implemented<br />

in mid-2000. ODA also regulates Confined Animal Feeding Operations (CAFO), nursery<br />

operations, and pesticide use.<br />

<strong>Oregon</strong> Department of Fish and Wildlife<br />

ODFW manages and protects fish and wildlife in <strong>Oregon</strong>. It establishes seasons and tag<br />

limits for hunting and fishing activities and provides technical assistance for state<br />

regulatory agencies and watershed councils.<br />

<strong>Oregon</strong> Department of Environmental Quality<br />

DEQ is responsible for developing water quality standards that protect beneficial uses<br />

such as cold-water fisheries, salmonid spawning, drinking water, industrial water supply,<br />

recreation and agriculture. The agency also monitors and periodically reviews available<br />
