guidelines of the Northwest Forest Plan and the Rogue River National Forest Land and<br />

Resource Management Plan. Approximately 297 acres are administered by the Siskiyou<br />

National Forest in accordance with the Northwest Forest Plan and the Siskiyou National<br />

Forest Land and Resource Management Plan. Both National Forests in the watershed are<br />

part of the Applegate Adaptive Management Area.<br />

Natural Resource and Conservation Service of the U.S. Department of Agriculture<br />

NRCS, formerly the Soil Conservation Service (SCS), provides technical and financial<br />

cost-share assistance to landowners for implementing conservation practices. NRCS<br />

(SCS at the time) conducted a study on the hydrology of the Williams Creek Watershed<br />

in 1972 entitled Hydrologic Investigations, Williams Creek Watershed: Watershed<br />

Investigation Report. This document provides perhaps the most detailed hydrologic<br />

information on the watershed available.<br />

Southwest <strong>Oregon</strong> Resource Conservation and Development is also a USDA program<br />

funded through NRCS. This non-regulatory organization provides assistance for<br />

watershed councils, landowners, and other groups in helping to implement the <strong>Oregon</strong><br />

Plan.<br />

U.S. Fish and Wildlife Service<br />

USFWS is responsible for tracking and maintaining viable populations of plant and<br />

animal species. It also oversees the listing, restoring, and protection of endangered and<br />

threatened species, including the northern spotted owl, which is present in the watershed.<br />

National Marine Fisheries Service of the U.S. Department of Commerce<br />

NMFS is part of the National Oceanic and Atmospheric Administration (NOAA). It is<br />

responsible for managing and sustaining living marine resources, including anadromous<br />

fish. Three anadromous species spawn in the watershed: chinook, coho, steelhead and<br />

lamprey.<br />
