Height taxes seem implausible, challenging validity of tagging model<br />

What is the model missing?<br />

1 Horizontal Equity concerns impose constraints on feasible policies:<br />

Two people earning same amount but of different height should be<br />

treated the same way<br />

2 Height does not cause high earnings<br />

In practice, tags used only when causally related to ability to earn<br />

[disability status] or welfare [family structure, # kids, medical expenses]<br />

Lesson: Mirrlees analysis [T (z)] may be most sensible even in an<br />

environment with immutable tags<br />
