incentives to work by<br />

1 Requiring recipients to go to job trainings<br />

2 Limiting the duration for which families able to receive welfare<br />

3 Reducing phase out to 66 cents of benefits per $1 earnings instead of<br />

100% cliff<br />

Variation across states because Fed govt. gave block grants with<br />

guidelines<br />

EITC also expanded during this period: general shift from welfare to<br />

“workfare”<br />
