Do kolejnych rozmów dwustronnych dochodziło
wielokrotnie w latach 70. i 80. Po spotkaniach wymieniano
się listami, sporządzano notatki i podsumowania.
Warto zacytować fragment listu jednego
z włoskich profesorów Alessandra Faedo (przewodniczącego
Konferencji Rektorów Uniwersytetów
Włoskich w latach 1968-1972), adresowanego
do ministra edukacji: chcę wyrazić […] opinię, że
wszelkie minusy związane z brakami lub powtórzeniami
programowymi pomiędzy zagranicznymi
i włoskimi uczelniami będą z nawiązką rekompensowane
przez korzyści płynące z nauki języka obcego,
poszerzania horyzontów kulturowych oraz
poznawania kultury innego kraju.
W liście innego przewodniczącego Konferencji Rektorów
Uniwersytetów Włoskich Alfreda Romanziego
do rektorów na temat modelowej umowy, jaka
może być zawierana między uczelniami włoskimi
i niemieckimi (rok 1983), czytamy: Mam nadzieję,
że zrobiliśmy coś pożytecznego nie tylko dla uczelni,
lecz także dla propagowania międzynarodowej
przyjaźni i wzajemnego zrozumienia. Pragnę poinformować,
że konferencje rektorów innych państw
wyraziły duże zainteresowanie naszą inicjatywą,
z czego możemy być dumni. W tekście tej modelowej
umowy znalazły się podstawowe założenia
późniejszego programu Erasmus: zagwarantowanie
studentowi przyjeżdżającemu do danej uczelni
tych samych praw i usług, jakie przysługują studentom
lokalnym, prawo do wyjazdu zagranicznego od
drugiego roku studiów, długość pobytu na uczelni
zagranicznej nieprzekraczająca jednego roku akademickiego,
zaliczenie przedmiotów i zdanych egzaminów
na poczet studiów realizowanych w uczelni
w kraju macierzystym.
Subsequent bilateral meeting were held in 1970’ and
1980’. After a meeting, letters were exchanged and notes
and summaries were made. It is worth to cite a fragment
of a letter by Alessandro Faedo, the president of the
Italian Conference of Rectors in the years 1968-1972,
addressed to the minister of education: I would like to
add that […] any disadvantages due to incompleteness
or overlapping of the study programmes of foreign and
Italian universities will be amply compensated by the
advantages consisting of learning the foreign language,
of broadening the cultural horizon of the student, and by
the experience of life in a culture different from his own.
In a letter addressed to rectors and devoted to a model
agreement that could be concluded by Italian and German
universities (1983), Alfredo Romanzi, next president of
the Conference of Rectors of Italian Universities, wrote:
I hope to have done something useful, not only for the
interest of universities, but also towards the promotion of
international friendship and understanding, and I inform
you that the Conferences of Rectors of other countries have
also expressed an active interest in our initiative, and of
this we may be proud. The model agreement featured the
main premises for the future Erasmus programme, such
as: guaranteeing to a student coming to a given HEI the
same rights and ‘services’ as these provided to local
students, and the right of each student to leave abroad to
study following the completion of the first year of studies.
The length of the stay at a university abroad should not
exceed one academic year, and the subjects for which
credits were given and examinations passed abroad were
recognized and included in the study programme realized
at the home university.
