Agriculture makes up 30.2% of Mozambique’s<br />

economy, and, while previously erratic, agricultural<br />

growth has stabilised close to the 6% CAADP growth<br />

target since 2003. Roughly half of the rural population<br />

is directly engaged in agriculture as an economic<br />

activity. A notable majority of that agricultural labour<br />

force is composed of women (65.2%), making their<br />

economic empowerment vital to ambitions for inclusive<br />

agricultural development. Mozambique’s agricultural<br />

sector currently produces cassava, sugarcane, and<br />

maize in significant quantities. It produces 7% of<br />

Africa’s annual cassava production. The country’s<br />

public expenditure on agriculture has never reached<br />

the CAADP target of 10% of the national budget, but<br />

over the past 10 years has nonetheless remained<br />

consistently close to 6% of public spending.<br />

Mozambique is placed 139th in global rankings and<br />

15th out of 47 in sub-Saharan Africa for ease of doing<br />

business. It is particularly well-ranked with respect<br />

to protecting investors. Within Africa, Mozambique<br />

is considered average in terms of the level of digital<br />

agribusiness services, with 12.7 million mobile GSM<br />

connections (roughly half the population), 15% of<br />

which are 3G data connections.<br />

For its population of 26.5 million people, extreme<br />

poverty (persons living on less than $1.25/day) declined<br />

from the extreme of 74.7% in 2003 to the still heavy<br />

burden of 59.6% in 2008. Malnutrition is relatively<br />

low compared to other sub-Saharan countries, with<br />

15.6% of children underweight. Agriculture makes<br />

an important contribution to this progress towards<br />

achieving the Millennium Development Goals,<br />

especially for the 18 million people living in rural areas.<br />
