FORWARD LOOK<br />

Investment and Partnering Opportunities<br />

PRIORITIES FOR PROGRESS<br />

Partnership and investment key to strengthening<br />

value chains for priority crops<br />

Further developing PPPs and facilitating private-sector<br />

investment have been identified by the GoCI as key to<br />

unlocking agricultural growth in the country. In order<br />

to foster these, the following focus areas and priorities<br />

have been ascertained for the year ahead:<br />

Enhancing the enabling environment<br />

•¡<br />

Development and adoption of the Agricultural<br />

Orientation Law by the Cabinet and the National<br />

Assembly.<br />

•¡<br />

Supporting implementation of the Rural Land Law<br />

and clarifying the status of former governmentowned<br />

concessions, with resolution of the land<br />

tenure issue being a prerequisite for achieving the<br />

GoCI’s ambitions to boost agricultural growth. A<br />

World Bank- and EU-supported initial pilot phase<br />

has enabled an implementation framework for the<br />

law to be set up and launched, and has resulted in<br />

measures to secure land in 103 localities. Greater<br />

resources are nevertheless still needed to extend<br />

these efforts to the entire country.<br />

Fostering private-sector investment<br />

•¡<br />

Providing support to value-chain stakeholders<br />

to finalise and implement a sector-specific selffinancing<br />

strategy for pooling resources, and a<br />

funding strategy for commercial farms and inclusive<br />

business models.<br />

•¡<br />

Further developing feasibility studies and projects by<br />

value chain.<br />

•¡<br />

Developing comprehensive studies on<br />

competitiveness and statistics and data per industry<br />

sector and per cluster.<br />

•¡<br />

Setting up a system to fast-track the development<br />

of SMEs, while identifying the needs and type of<br />

support required.<br />

•¡<br />

Further strengthening infrasructure to enable access<br />

to markets across the country, and in particular so as<br />

to reconnect the Northern and Southern regions.<br />

•¡<br />

Promoting further investment in irrigation schemes<br />

and infrastructure.<br />

Promoting a value-chain approach and<br />

diversification<br />

•¡<br />

Encouraging enhanced diversification of agricultural<br />

production.<br />

•¡<br />

Supporting the promotion of cotton, cashew and<br />

rice as key value chains, which could potentially be<br />

scaled up to a level comparable to cocoa and coffee.<br />

Along with cotton, cashew has gained considerable<br />

importance, with Côte d’Ivoire now being the<br />

second-largest producer after India, and with<br />

aspirations of increasing production up to 600,000<br />

tonnes by 2016 and reaching a target of 35% local<br />

processing as opposed to the current 5%.<br />

The following investment opportunities have been<br />

identified by the Government of Côte d’Ivoire:<br />

Maize production boost to meet variegated<br />

demand<br />

Investments are sought in a project aimed at producing<br />

an additional 300,000 tonnes of maize per year to meet<br />

the needs of different categories of users within Côte<br />

d’Ivoire, including industrial animal feed manufacturers,<br />

breeders, brewers and consumers, as well as to fill<br />

sub-regional demand.<br />

SME cashew transformation initiative<br />

Support is required for a project working to develop<br />

small-scale processing units for cashew transformation<br />

by SMEs and establish incentives for the operation,<br />

the overall aim being to create 80 husking units with a<br />

2,500-tonne capacity and 32,000 jobs by 2015.<br />

Establishment of rice poles to serve<br />

growing local demand<br />

Domestic rice consumption is increasing steadily by<br />

6% a year, with domestic production unable to meet<br />

the demand, resulting in an export dependency of up<br />

to 64% in 2009. With a view to tapping into this import<br />

substitution opportunity, investor interest is sought in<br />

a rice poles project aimed at supporting production<br />

(with access to inputs, irrigation schemes, improved<br />

crop management and agricultural research), agroprocessing<br />

and marketing, so as to enable domestic<br />

production to be boosted to 1.9 million tonnes by<br />

2016. The establishment of a food security stock is<br />

also envisaged.<br />

Land rehabilitation and development for<br />

rice and vegetable crops<br />

Further resources are required to progress a project<br />

for the rehabilitation and development of 100,000<br />

ha of lowlands for rice cultivation and 10,000 ha for<br />

vegetable production, the expected outcomes being<br />

production of approximately 1 million tonnes of paddy<br />

rice and 100,000 tonnes of vegetables, as well as the<br />

creation of around 200,000 jobs for farmers.<br />

Rehabilitation of ranches and breeding<br />

stations<br />

Only five of ten livestock ranches and breeding stations<br />

forming part of a rehabilitation project spanning various<br />

regions of the country are currently operational. Further<br />

investments are sought to restore these farms to<br />

operation for the production of sheep, beef and dairy<br />

products.<br />
