Agriculture makes up 33.8% of Burkina Faso’s<br />

economy, but growth in the sector has been extremely<br />

volatile, fluctuating between negative 10% and positive<br />

20% on an almost annual basis, thus falling short<br />

of the 6% CAADP growth target as frequently as<br />

meeting it. Roughly half of the rural population (which<br />

comprises 80% of all Burkinabe) are directly engaged<br />

in agriculture as an economic activity, with a slight<br />

majority of that agricultural labour force composed<br />

of men. Burkina Faso’s agricultural sector currently<br />

produces sorghum, maize, millet and pulses in<br />

significant quantities. It produces 8% of Africa’s annual<br />

sorghum production. Over the last decade, publicsector<br />

spending on agriculture has generally been in<br />

line with the CAADP expenditure target of 10% of the<br />

total national budget.<br />

Burkina Faso is ranked at 154 th globally and 24 th out of<br />

47 in sub-Saharan Africa in the Ease of Doing Business<br />

CAADP TARGETS<br />

report. Cross Border Trade and Getting Credit are<br />

both areas particularly requiring improvements. While<br />

Burkina Faso has 11.9 million mobile GSM connections<br />

(roughly 2-thirds of the population), there is no 3G data<br />

capability to those connections. Digital agribusiness<br />

services are therefore limited to those providing basic<br />

services such as mobile money, call-back services or<br />

configuration settings.<br />

For the 17.4 million people living in Burkina Faso,<br />

poverty has only declined from 56.5% in 2003 to<br />

44.6% in 2009. Malnutrition measured by the number<br />

of underweight children is high even compared to other<br />

sub-Saharan countries at 26.2% of the population. The<br />

agricultural sector is therefore critical both to achieving<br />

poverty reduction for the vast majority of Burkinabe,<br />

who live in rural areas, but also for achieving food<br />

security to ensure that the population reaches<br />

adulthood in good health.<br />
