2 The Elections Division of the Pierce County Auditor's Office is located at<br />

2401 S 35 th ST, Room 200, in Tacoma, Pierce County, WA. This division<br />

3 conducts elections for all taxing districts in Pierce County, maintains voter<br />

registration files, verifies signatures on local initiatives, referendums and<br />

4 petitions, processes absentee ballot requests, produces voter pamphlets for<br />

each election and conducts redistricting requirements.<br />

III. ACORN-<strong>Washington</strong><br />

A. Anita Latch-PO<br />

7<br />

In 2006 ACORN conducted voter registration drives in cities throughout the<br />

8 United States to get people in its target group registered to vote for the<br />

upcoming elections.<br />

In June 2006 ACORN hired Anita K. Latch to open an office in the Puget Sound<br />

10 area of <strong>Washington</strong> in order to conduct a voter registration drive. She was<br />

hired as the Political Organizer (PO).<br />

Latch was sent to training out-of-state. She presumably received the above-<br />

12 described manuals. After her training, Latch returned to <strong>Washington</strong> and<br />

began both recruiting employees and looking f~r potential office space.<br />

Latch initially used a library in the Tacoma area to screen potential<br />

14 employees and for training of new employees.<br />

15 B. Brianna Debwa-QCS<br />

16 On or about July 24, 2006, Latch hired Brianna R. Debwa, an acquaintance, to<br />

fill the position of Quality Control Specialist (QCS). A staff person from<br />

17 ACORN's national office came to <strong>Washington</strong> and trained Debwa.<br />

18 C. Tacoma Office<br />

19 In or around August 2006, Latch set up an office at 1322 S Fawcett ST, Suite<br />

14, in Tacoma, WA. From this office Latch continued to screen potential<br />

20 employees and train new employees.<br />

21 D. Additional Employees and Training<br />

22 Prior to and after ~atch opening the Tacoma ACORN office, new employees were<br />

continuously hired. Among those hired were the following individuals:<br />

• Robert Edward Greene (hired on or around September 18, 2006)<br />

24 • Tina Marie Johnson (hired on or around September 13, 2006)<br />
