i. Combat<strong>in</strong>g irregular employment and <strong>in</strong>formal economy (re<strong>in</strong>forc<strong>in</strong>g the labour <strong>in</strong>spectorate<br />
and establish<strong>in</strong>g systems of f<strong>in</strong>es and punishments);<br />
ii. Strategies to encourage the <strong>in</strong>tegration of irregular immigrants who have been regularised;<br />
iii. Work<strong>in</strong>g co-operation with countries of orig<strong>in</strong> (tackl<strong>in</strong>g the push factors of irregular migration,<br />
whether these be economic or environmental, <strong>in</strong>clud<strong>in</strong>g co-development and other measures);<br />
iv. Tighten<strong>in</strong>g visa and/or border controls;<br />
v. Widen<strong>in</strong>g the front door to regular migration (more open admission policies that <strong>in</strong>crease legal<br />
access to labour markets);<br />
vi. Consider<strong>in</strong>g impact on families (impact of migration enforcement on families; perpetuation of<br />
irregular status on the second generation of immigrant families and its effects on the educational<br />
atta<strong>in</strong>ment, potential <strong>in</strong>come earn<strong>in</strong>gs, health, and <strong>in</strong>tegration of children <strong>in</strong>to the host country);<br />
vii. Co-operation with other governments to harmonise policies: “the Council of <strong>Europe</strong> and the<br />
<strong>Europe</strong>an Union should work toward establish<strong>in</strong>g a common pr<strong>in</strong>ciple of regularisation”; 295<br />
viii. Protect<strong>in</strong>g the victims of traffick<strong>in</strong>g;<br />
ix. Enabl<strong>in</strong>g the regularisation of irregular migrants and ensur<strong>in</strong>g full <strong>in</strong>tegration <strong>in</strong>to society when<br />
they are unable to return to their country of orig<strong>in</strong>. 296<br />
6.3.2 Migration management strategies and irregular migration<br />
Accord<strong>in</strong>g to the ILO, the prevention of irregular migration depends on the creation of more legal<br />
migration opportunities. In this sense, <strong>in</strong>tensification of border controls – “more polic<strong>in</strong>g” <strong>in</strong>stead of<br />
“better policies” – is not the solution. 297 There is a recognised need for a “comprehensive and coord<strong>in</strong>ated<br />
policy approach which attempts to tackle all dimensions of the phenomenon”, engag<strong>in</strong>g<br />
“not merely the participation of governments, but also the social partners and civil society”. 298 The<br />
proposed approach <strong>in</strong>corporates measures to reduce irregular labour migration at all stages of the<br />
migration process:<br />
i. Activities <strong>in</strong> countries of orig<strong>in</strong>, as well as <strong>in</strong>ter-state co-operation (public<br />
<strong>in</strong>formation/educational campaigns that <strong>in</strong>form potential migrant workers on the risks of<br />
irregular migration; capacity build<strong>in</strong>g to strengthen <strong>in</strong>stitutional structures - policies and<br />
measures adopted by countries to protect their workers while seek<strong>in</strong>g more employment<br />
opportunities abroad, negotiation of bilateral labour agreements.<br />
ii. Border controls and the articulation of a viable visa policy (a m<strong>in</strong>imum of bureaucratic<br />
obstacles and/or red tape enabl<strong>in</strong>g migrants to enter and take up employment.<br />
