10 Update exist<strong>in</strong>g guidance on EIA procedures<br />

and on w<strong>in</strong>d farm development, and develop<br />

similar guidance for other <strong>renewable</strong> sectors <strong>in</strong><br />

good time before the <strong>in</strong>dustries take off.<br />

Introduce a roll<strong>in</strong>g programme of tra<strong>in</strong><strong>in</strong>g <strong>in</strong><br />

how to apply such guidance, for developers,<br />

assessment experts and competent authorities.<br />

CROATIA<br />

Croatia is a candidate EU Member Sate, and as<br />

such is not yet required to have an NREAP.<br />

However, a national <strong>energy</strong> plan drawn up <strong>in</strong> 2010<br />

sets a target of 20% <strong>renewable</strong> <strong>energy</strong> by 2020.<br />

Croatia has three large hydropower dams on the<br />

river Drava <strong>in</strong> the north of the country. The state<br />

<strong>energy</strong> agency wants to build more hydropower<br />

dams <strong>in</strong> other parts of the country which are still<br />

quite natural and important for biodiversity. Five<br />

w<strong>in</strong>d farms are <strong>in</strong> operation <strong>in</strong> Croatia, and the<br />

sector is expand<strong>in</strong>g rapidly, ma<strong>in</strong>ly <strong>in</strong> the coastal<br />

regions. BIOM (BirdLife’s contact <strong>in</strong> Croatia) reports<br />

that golden eagles were displaced by one of the<br />

earliest w<strong>in</strong>d farms. There is very high potential<br />

for solar PV, but current subsidies appear to be<br />

too low to stimulate <strong>in</strong>vestment.<br />

The 21 county governments set regional plann<strong>in</strong>g<br />

policies <strong>with</strong> land use zon<strong>in</strong>g. However, zon<strong>in</strong>g<br />

appears to be very flexible <strong>in</strong> the face of pressure<br />

from developers, and bird sensitivity maps are not<br />

yet available.<br />

BIOM makes the follow<strong>in</strong>g key policy<br />

recommendations:<br />

1 Update national <strong>energy</strong> plans to reflect the need<br />

to save <strong>energy</strong> and move away from fossil fuels.<br />

2 Develop a national spatial plan for <strong>renewable</strong>s,<br />

<strong>in</strong>dicat<strong>in</strong>g zones that are most suitable for<br />

different technologies. Support the necessary<br />

surveys and mapp<strong>in</strong>g work to <strong>in</strong>dicate to<br />

developers where their EIA surveys are likely to<br />

reveal major issues for w<strong>in</strong>d power<br />

development.<br />

3 Make grid connection quicker and easier for<br />

w<strong>in</strong>d power developers and small-scale<br />

<strong>renewable</strong> electricity suppliers.<br />

4 Increase subsidies for solar power, and the<br />

emphasis placed on solar power <strong>in</strong> national<br />

<strong>renewable</strong> <strong>energy</strong> <strong>targets</strong>, and <strong>in</strong>crease<br />

subsidies.<br />

5 In the biomass heat and power sector, prioritise<br />

use of agricultural by-products and only exploit<br />

forest resources where this is compatible <strong>with</strong><br />

biodiversity protection.<br />

6 Increase capacity <strong>in</strong> the 21 counties to protect<br />

areas designated for <strong>in</strong>clusion <strong>in</strong> the Natura<br />

2000 network. Develop an <strong>in</strong>formation<br />

campaign so that developers understand that
