4.4 Capacity Building
Capacity building is a process to strengthen the abilities of people, organizations and systems to make effective and efficient use of
resources in order to make achieve their own goals on a sustainable basis” (German Technical Corporation). The definition pretty much
captures the essence of capacity building exercise in a holistic way by mentioning organization and system along with people. From a long time,
the focus has been on people only. This leads to a distorted and suboptimal outcome of the whole capacity building exercise. No wonder, the
realization has dawned upon the policymakers and they have started to emphasize upon the holistic approach rather than a piecemeal one.
