o The Project Narrative (Sections A-D) together may be no longer than 30 pages. o You must use the four sections/headings listed below in developing your Project Narrative. You must place the required information in the correct section, or it will not be considered. Your application will be scored according to how well you address the requirements for each section of the Project Narrative. o The Budget Justification and Supporting Documentation you provide in Sections E-G and Attachments 1-4 will be considered by reviewers in assessing your response, along with the material in the Project Narrative. o The number of points after each heading is the maximum number of points a review committee may assign to that section of your Project Narrative. Although scoring weights are not assigned to individual bullets, each bullet is assessed in deriving the overall Section score. Section A: Statement of Need (15 points) o Describe the needs of the proposed technical assistance recipients and the methods you will use to engage them. Provide a description of the general population and sub-population(s), by race and ethnicity, and how literacy and language needs will be addressed as part of the proposed methodology. o Describe the unique youth violence prevention and mental health promotion needs of states, tribes, territories, and communities. o Document the need for enhanced technical assistance to increase the capacity to implement, sustain, and improve effective mental, emotional, and behavioral health prevention and promotion services. Provide sufficient information on how the data were collected so reviewers can assess the reliability and validity of the data. Documentation of need may come from a variety of qualitative and quantitative sources. The quantitative data could come from local epidemiologic data, state data (e.g., from State Needs Assessments, SAMHSA’s National Survey on Drug Use and Health), and/or national data (e.g., from SAMHSA’s National Survey on Drug Use and Health, National Center for Health Statistics/Centers for Disease Control reports, Youth Risk Behavior Surveillance System/Centers for Disease Control). o Describe the service gaps, barriers and other problems related to the need for technical assistance. Describe how service gaps, barriers, and other problems related to the need for technical assistance would be addressed across subpopulations, including Limited English Proficiency populations. Describe the stakeholders and resources in the target area that can help implement the needed technical assistances. 22
Section B: Proposed Approach (35 points) • Describe the purpose of the proposed project, including its goals and objectives. These must relate to the intent of the <strong>RFA</strong> and performance measures you identify in Section D, Data Collection and Performance Assessment. • Describe the proposed project activities, how they will meet the needs of the technical assistance recipients, including sub populations if relevant, and how they relate to your proposed goals and objectives. • Describe the vision for the youth violence prevention and mental health promotion resource center and the role it will play in advancing youth violence prevention and mental health promotion activities throughout the nation. Describe how the center will serve as a resource for multidisciplinary and cross cutting prevention and mental health promotion policy and program information. Describe how the center will be a resource for diverse racial and ethnic minority communities. • Describe how the proposed activities will be implemented and how adherence to the appropriate CLAS in Health and Health Care will be monitored. For additional information go to http://ThinkCulturalHealth.hhs.gov. • Describe how assistance and guidance will be provided to states, communities, and organizations with identifying, accessing, and utilizing opportunities available through the Affordable Care Act. • Describe how assistance will be provided to states/tribes and communities to integrate educational and community-based programs and strategies for children, youth, and families. • Demonstrate familiarity with SAMHSA’s mission and with state-of-the-art strategies and practices in mental health/substance abuse treatment, prevention, and recovery technology transfer principles, strategies, and activities. • Describe the plans for providing technical assistance to the SAMHSA SS/HS State Program and the Project LAUNCH grant programs. • Describe how communication and social marketing technical assistance will be provided to grantees, states/tribes, and communities in their messaging related to youth violence prevention, mental illness and substance use prevention, and mental health promotion. • For Year 1, describe how you will develop, implement, and manage the SS/HS Mentoring Alumni program.
