Note: There should be separate columns within the budget for the SS/HS funding and<br />
Project LAUNCH funding.<br />
The budget justification and narrative must be submitted as file BNF when you<br />
submit your application into Grants.gov. (See Appendix B, Guidance for<br />
Electronic Submission of Applications.)<br />
SUPPORTING DOCUMENTATION<br />
Section E: Literature Citations. This section must contain complete citations, including<br />
titles and all authors, for any literature you cite in your application.<br />
Section F: Biographical Sketches and Job Descriptions.<br />
o Include a biographical sketch for the Project Director and other key positions.<br />
Each sketch should be 2 pages or less. If the person has not been hired, include<br />
a position description and/or a letter of commitment with a current biographical<br />
sketch from the individual.<br />
o Include job descriptions for key personnel. Job descriptions should be no longer<br />
than 1 page each.<br />
o Information on what you should include in your biographical sketches and job<br />
descriptions can be found on in Appendix E of this document.<br />
Section G: Confidentiality and SAMHSA Participant Protection/Human Subjects<br />
You must describe procedures relating to Confidentiality, Participant Protection and the<br />
Protection of Human Subjects Regulations in Section G of your application. See<br />
Appendix G for guidelines on these requirements.<br />
2. REVIEW AND SELECTION PROCESS<br />
SAMHSA applications are peer-reviewed according to the evaluation criteria listed<br />
above.<br />
Decisions to fund a grant are based on:<br />
o the strengths and weaknesses of the application as identified by peer reviewers;<br />
o when the individual award is over $150,000, approval by the Center for Mental<br />
Health Services’ National Advisory Council;<br />
o availability of funds; and<br />
o equitable distribution of awards in terms of geography (including urban, rural and<br />
remote settings) and balance among populations to receive training/technical<br />
assistance and program size.<br />
