are presented as best, low and high estimates.
When the term “range” is used after a best estimate in
the main text of the report, the lower and higher numbers
correspond to the 2.5th and 97.5th centiles of the
outcome distributions produced by simulations. These
are distinct from 95% confidence intervals, which are
estimated directly from observed, empirical data.
