The quality <strong>of</strong> financial data reported to WHO has steadily<br />
improved since data were first collected in 2002. At<br />
the same time, reported budgets and expenditures are<br />
not always consistent from one year to the next; assessments<br />
<strong>of</strong> the funding required – particularly for newer<br />
components <strong>of</strong> TB control (such as management <strong>of</strong><br />
drug-resistant TB) – can appear too low (or, less <strong>of</strong>ten,<br />
too high); and persistent funding gaps indicate a need to<br />
strengthen resource mobilization efforts based on con-<br />
vincing plans and well-justified budgets. The WHO TB<br />
planning and budgeting tool was developed in 2006, to<br />
assist with the development <strong>of</strong> comprehensive plans and<br />
budgets for all relevant components <strong>of</strong> TB control. When<br />
completed, one advantage <strong>of</strong> the tool is that it automatically<br />
summarizes NTP budgets and sources <strong>of</strong> funding<br />
in the format requested on the annual WHO TB data collection<br />
form. Successes in using the tool to help with the<br />
development and budgeting <strong>of</strong> strategic plans in Bangladesh,<br />
Cambodia and Mongolia between mid-2009 and<br />
mid-<strong>2010</strong> are highlighted in .
