3 Local Development Scheme - Milestones
Introduction
3.1 This section reviews the progress of the implementation of the LDS. The current LDS was
submitted to Government Office early in 2007 and following consideration a non-intervention
letter was issued in late July.
3.2 Each document contained within the LDS is listed below along with a review of progress
in meeting the milestones. Where appropriate, milestone dates are shown in tables highlighting
the predicted dates in previous LDS documents and actual achievements.
3.3 Issues which may affect the future progress of delivery of LDF documents during the
forthcoming year are addressed at the end of this section.
Statement of Community Involvement
3.4 During 2006/07 the SCI was submitted to the Secretary of State and subsequently approved,
subject to a small number of alterations, in early 2007. The SCI was formally adopted by the
Borough Council in April 2007. This was in accordance with the original LDS agreed in 2005.

Core Strategy Development Plan Document
3.5 The Core Strategy (CS) will set out the vision, objectives and spatial strategy for the
borough to 2021.
3.6 Work commenced on the CS in the summer of 2004, with preliminary community
involvement in identifying the scope of issues that should be considered and gathering evidence
to aid the development of policy. The LDS contains a full list of evidence gathered to date,
however, this year we have:
a. completed a housing market assessment;
b. completed an employment land survey; and
c. completed a retail survey.
3.7 The Preferred Options consultation was undertaken in September / October 2006, but
future stages have been rescheduled as a result of government advice and the experience of
other authorities' Core Strategies found to be 'Unsound'. It was considered necessary to revise
elements of the CS, making the document more 'locally distinctive' and adding in more detailed
policies than originally conceived. Additionally, it was decided that the Core Strategy would
have to cover more significant issues on the future direction of housing expansion which was
originally scheduled for inclusion in the Housing Allocations DPD. As such, it has been considered
necessary to undertake further consultation, in the form of issues and options and then preferred
options. The LDS has been amended to incorporate these changes and has received approval
from the Government Office.
