Rey Sumalipao Finally, provincial election supervisor for Lanao del Sur Ray Sumalipao – who is incriminated in portions of the Garci Tapes, which portions Zuce authenticates -- likewise affirmed the genuineness of the Garci Tapes to the Senate, as Sen. Panfilo Lacson had observed. … “And for the record again, Mr. Chairman, I would like to point out that he is the second person to confirm before this committee the authenticity of the Garci tapes, at least, to the portions as stated in his own affidavit. We refer to the witnesses Marine Brigadier General Francisco Gudani, Marine Colonel Alexander Balutan, and Tipo-Tipo, Basilan election supervisor Rashma Hali.
