<strong>Integrated</strong> <strong>Air</strong> <strong>Surveillance</strong> <strong>Concept</strong> <strong>of</strong> <strong>Operations</strong><br />
Mission-level roles and responsibilities <strong>of</strong> partner agencies will remain as presently<br />
assigned, even if modifications to operational, system, and information exchange<br />
capabilities impact roles and responsibilities <strong>of</strong> system users at the tactical level.<br />
This IS ConOps applies only to surveillance <strong>of</strong> air vehicles in flight, not on the ground.<br />
This IS ConOps does not cover post-flight analysis and decision-making, or operational<br />
responses (i.e., post-flight agency execution/engagement activities).<br />
Intelligence will be available, as appropriate, to support and be integrated into aviation<br />
surveillance requirements.<br />
NOAA will continue to operate its current generation <strong>of</strong> weather surveillance sensors and<br />
will not field weather radars that can simultaneously track air vehicles with sufficient<br />
accuracy to complement air vehicle surveillance systems before the near term timeframe.<br />
NOAA is developing the initial version <strong>of</strong> the Four-Dimensional (4-D) Weather Data<br />
Cube for aviation weather data in support <strong>of</strong> the NextGen Program.<br />
DoD and DHS will continue to preserve and maintain existing long range radar<br />
capabilities, principally through execution <strong>of</strong> the long range radar service life extension<br />
program. As indications and warnings demand, or as operations require, DoD and DHS<br />
will employ tactical/mobile surveillance assets.<br />
Integration <strong>of</strong> FAA and international surveillance and flight data coverage <strong>of</strong> oceanic and<br />
international airspace will not change during the timeframe <strong>of</strong> this IS ConOps.<br />
<strong>Integrated</strong> <strong>Surveillance</strong> agency partners will support cooperative efforts to develop new<br />
surveillance technologies.<br />
3.3 Constraints<br />
Many current operational and policy constraints will continue throughout the near and long term<br />
time frames and even beyond, including the following:<br />
A dedicated governance mechanism is not yet in place for a national integrated air<br />
surveillance capability.<br />
The widespread exchange <strong>of</strong> information advocated by this IS ConOps, including<br />
gathering, analysis, and dissemination activities, must be conducted in compliance with<br />
the following:<br />
o Applicable laws<br />
o Executive Orders<br />
o Presidential Directives<br />
o Attorney General-approved guidelines<br />
o Federal Court orders/procedures<br />
o Respective Department/Agency policy and guidance<br />
o International arrangements and agreements regarding information sharing<br />
Policy changes and new interagency agreements will be required to implement<br />
information exchange activities.<br />
No existing network architecture exists for automated interagency processing,<br />
integration, and dissemination <strong>of</strong> information, between interagency networks or across<br />
different levels <strong>of</strong> classification, in such a way that ensures that such information is<br />
accessible only by those with appropriate clearance.<br />
