5 System Operation and Sustainment<br />

5.1 <strong>Surveillance</strong> Performance Reporting<br />

<strong>Surveillance</strong> systems should monitor and report real-time achieved surveillance performance (by<br />

coverage volumes) that will inform and enable operators to adapt when nominal RSP is<br />

unavailable. For example, air traffic managers may have to adjust planned traffic flow patterns<br />

or curtail specific operational capabilities for service volumes operating with degraded mode<br />

surveillance performance, as described below.<br />

5.2 Full Required <strong>Surveillance</strong> Performance (RSP) and Modes <strong>of</strong> Operation<br />

<strong>Surveillance</strong> systems should operate in nominal modes achieving full RSP and in degraded<br />

modes that support operations possible under a lower RSP. This capability enables a service in<br />

which the cost <strong>of</strong> high availability may be reduced in selected service volumes, yet also enables a<br />

system that provides usable surveillance capability when system disruptions affect service<br />

availability.<br />

The near-term air surveillance system will need to operate in a variety <strong>of</strong> modes:<br />

Nominal mode: System services and functions are available and/or operational,<br />

depending upon the implementation segment.<br />

Off-nominal mode: System services and functions are not available and/or operational,<br />

depending upon the implementation segment. Additional services and functions might be<br />

operational in this case, depending on the nature <strong>of</strong> the <strong>of</strong>f-nominal condition.<br />

Degraded mode: The system must be able to provide some reduced level <strong>of</strong> capability<br />

when sensors, digital components, communication links, etc., are degraded due to natural<br />

or manmade causes. In addition, the system must be robust enough to provide a reduced<br />

level <strong>of</strong> service when facilities are damaged.<br />

Augmented mode: The system must have the capability to augment the normal mode <strong>of</strong><br />

operation with additional capability when special circumstance require. This augmented<br />

mode will also serve to mitigate degradation due to loss <strong>of</strong> facilities.<br />

Exercise mode: The system must have the capability for injection <strong>of</strong> exercise scenarios to<br />

train operators, supervisors, and managers in a realistic operational environment without<br />

degradation to the system.<br />

Training mode: The system must have a capability to train and refresh operators without<br />

degradation to the system.<br />

Simultaneous operational mode: In normal mode, the system must support operations in<br />

multiple modes (e.g., exercise mode and training mode) simultaneously without<br />

degradation to the system.<br />

5.3 System Support<br />

As a ―system <strong>of</strong> systems‖, integrated surveillance requires a cohesive interagency system support<br />

strategy that aligns with responsibilities such as may be envisioned by the ADAB governance<br />
