(2) The members <strong>of</strong> the COP serving their respective organizations in the capacity <strong>of</strong> Presidents-<br />

Elect each year shall form the Council <strong>of</strong> Presidents-Elect (COPE). The COPE reviews the<br />

Working Agreement and other areas <strong>of</strong> mutual interest, and recommends appropriate<br />

amendments to their respective governing boards. In addition to keeping this Working<br />

Agreement current and optimizing the relationships among the Participating Organizations in the<br />

future, the very existence <strong>of</strong> the COPE promotes and reinforces the purpose <strong>of</strong> the Working<br />

Agreement.<br />

The COPE shall be chaired by an actuary appointed each year by the incoming Presidents (the<br />

prior year's COPE). This chairperson shall act as a facilitator and should be someone with a<br />

knowledge <strong>of</strong> current and emerging issues.<br />

The following mission statement articulates the COPE's purpose and objectives:<br />

The COPE complements the mission <strong>of</strong> the COP and focuses on the development<br />

<strong>of</strong> working relationships and mutual trust. In support <strong>of</strong> and in the spirit <strong>of</strong> this<br />

goal, the members <strong>of</strong> the COPE shall:<br />

Exchange/share information on significant future directions and activities;<br />

Discuss in depth and maintain the organizational sensitivities list;<br />

Review the Working Agreement and, if appropriate, recommend revisions<br />

to the COP; and<br />

Work together to address key issues <strong>of</strong> their choice or as delegated to them<br />

by the COP and, if appropriate, develop action plans.<br />

Communications Among the Participating Organizations<br />

(3) Each Participating Organization shall share items <strong>of</strong> mutual interest distributed to the<br />

organization's board members with the President, President-Elect, Designees, and pr<strong>of</strong>essional<br />

staff <strong>of</strong> the other organizations as soon as feasible after the items are available (electronically<br />

through the Council <strong>of</strong> Presidents list server if appropriate). This includes the organization's<br />

yearbook, newsletter, calendar <strong>of</strong> planned events, and board minutes, in addition to other<br />

important documents or significant studies that would be <strong>of</strong> value to the wider audience. This<br />

does not apply to any item that an organization considers to be confidential.<br />

(4) Each Participating Organization shall endeavor to inform each <strong>of</strong> the other Participating<br />

Organizations on a timely basis <strong>of</strong> any <strong>of</strong> its actions that are expected to have a significant effect<br />

on one or more <strong>of</strong> the other Participating Organizations or their members.<br />

(5) Each Participating Organization shall invite the President, President-Elect, or Designee <strong>of</strong> the<br />

other organizations to all general membership meetings, with the registration fee waived.
