7.6 So far as compliance <strong>of</strong> Rule 3 (3) <strong>of</strong> Official Language Act 1963 is concerned, it is evident<br />

from <strong>the</strong> table that out <strong>of</strong> 869 <strong>of</strong>fices inspected for <strong>the</strong> first time during <strong>the</strong> above period 132 were<br />

found violating Section 3 (3) <strong>of</strong> <strong>the</strong> Official Language Act, 1963 whereas, in 236 <strong>of</strong>fices which were<br />

inspected second time after ten years, only 27 were found violating this section. The Committee,<br />

<strong>the</strong>refore, again recommends that <strong>the</strong> documents that come under Section 3 (3) should compulsorily<br />

be issued in bilingual form. To achieve <strong>the</strong> target, Deptt. <strong>of</strong> Official Language should periodically<br />

issue strict orders so that Ministries/Headquarters streng<strong>the</strong>n <strong>the</strong>ir monitoring set up for compliance<br />

<strong>of</strong> <strong>the</strong> above section <strong>by</strong> <strong>the</strong>ir subordinate <strong>of</strong>fices.<br />

7.7 The fact that has emerged from <strong>the</strong> list <strong>of</strong> notified <strong>of</strong>fices under Section 10 (4) <strong>of</strong> <strong>the</strong> Official<br />

Language Act, 1976 that <strong>the</strong>re are large number <strong>of</strong> <strong>of</strong>fices yet to be notified under <strong>the</strong> above Section.<br />

In this regard, <strong>the</strong> Committee is <strong>of</strong> <strong>the</strong> view that Ministries/Headquarters should ascertain <strong>the</strong> number<br />

<strong>of</strong> subordinate <strong>of</strong>fices under <strong>the</strong>ir administrative control and are not notified Section 10 (4) and <strong>the</strong><br />

reasons <strong>the</strong>re<strong>of</strong>. If this is due to lack <strong>of</strong> training <strong>of</strong> staff, arrangements may be made at <strong>the</strong> earliest and<br />

<strong>the</strong> <strong>of</strong>fices should be notified under <strong>the</strong> above Section, so that after <strong>the</strong> <strong>of</strong>fices get notified, <strong>the</strong><br />

individual orders to <strong>of</strong>ficers/staff who have pr<strong>of</strong>iciency in Hindi could be issued under Rule 8 (4).<br />

7.8 A large number <strong>of</strong> entries in <strong>the</strong> registers used in <strong>the</strong> <strong>of</strong>fices as well as <strong>the</strong>ir headings are<br />

still being done in English. Proper orders should be issued to write Headings in Hindi on registers as<br />

well as for entries in Hindi in registers as per guidelines <strong>of</strong> <strong>the</strong> Department <strong>of</strong> Official Language. The<br />

committee also suggests that every government <strong>of</strong>fice in region ‘A’ & ‘B’ should ensure that target <strong>of</strong><br />

check point be active and headlines <strong>of</strong> registers as well as <strong>the</strong> entries <strong>the</strong>rein should cent percent be in<br />

Hindi.<br />

7.9 Some <strong>of</strong> <strong>the</strong> <strong>of</strong>fices in region ‘A’, ‘B’ & ‘C’ are not doing satisfactory work in Hindi<br />

correspondence according to stipulated target <strong>of</strong> <strong>the</strong> Department <strong>of</strong> Official Language in this regard.<br />

But in some <strong>of</strong>fices work is being done in accordance with <strong>the</strong> stipulated target. Committee, <strong>the</strong>refore,<br />

recommends that Hindi correspondence in <strong>the</strong> administrative work <strong>of</strong> <strong>the</strong> Union, according to <strong>the</strong><br />

stipulated target should be done <strong>by</strong> inspiring and encouraging <strong>of</strong>ficers/staff. The Committee also<br />

expects that Ministries/Headquarters should organize encouragement programme at <strong>the</strong>ir own level<br />

and should reward those <strong>of</strong>ficers and <strong>of</strong>fices under <strong>the</strong>m with certificates and appropriate prizes for<br />

doing <strong>the</strong>ir maximum <strong>of</strong>ficial work in Hindi. This will instill in <strong>the</strong>m a sense <strong>of</strong> responsibility<br />

towards <strong>the</strong> Official Language Hindi, and will assist in creating a very conducive environment for <strong>the</strong><br />

use <strong>of</strong> Hindi in <strong>the</strong>ir <strong>of</strong>fices which will encourage employees to do most <strong>of</strong> <strong>the</strong>ir <strong>of</strong>ficial work in<br />

Hindi.<br />

7.10 Proper resources are required to ensure progressive use <strong>of</strong> Official Language Hindi. The<br />

Government <strong>of</strong> India expects that all <strong>of</strong>fices must have bilingual computers so that <strong>the</strong>y can do <strong>the</strong>ir<br />

work in Hindi according to <strong>the</strong> stipulated target. While analyzing <strong>the</strong> data, <strong>the</strong> Committee observed,<br />

that during <strong>the</strong> period from 1 st April, 2005 to 30 th September, 2010, 117 <strong>of</strong>fices out <strong>of</strong> 869 <strong>of</strong>fices<br />

inspected for <strong>the</strong> first time have been found to be lacking in bilingual computers as per <strong>the</strong> stipulated<br />

target. 451 <strong>of</strong>fices were found to be doing less than 50 % <strong>of</strong> <strong>the</strong>ir work in Hindi on computers. On <strong>the</strong><br />

o<strong>the</strong>r hand, 42 <strong>of</strong>fices out <strong>of</strong> 236 <strong>of</strong>fices which were inspected again after 10 years were having less<br />

number <strong>of</strong> bilingual computers as per <strong>the</strong> stipulated target and 108 <strong>of</strong>fices were found to be doing less<br />

than 50 % <strong>of</strong> <strong>the</strong>ir work in Hindi <strong>by</strong> using computers. The Committee is <strong>of</strong> <strong>the</strong> opinion that <strong>the</strong> lack<br />

<strong>of</strong> resources and <strong>the</strong>ir less usage as per <strong>the</strong> target <strong>of</strong> <strong>the</strong> Official Language is a major hindrance in <strong>the</strong><br />

implementation <strong>of</strong> <strong>the</strong> Official Language in <strong>the</strong> <strong>of</strong>fices. It will not be out <strong>of</strong> place to mention that for<br />

<strong>the</strong> implementation <strong>of</strong> a policy, monitoring mechanism should be strong enough. The Government <strong>of</strong><br />
