7.16 (1) Working in Hindi <strong>by</strong> Officers/staffs trained in Hindi/ having working knowledge /<br />

pr<strong>of</strong>iciency in Hindi<br />

The Committee found that even <strong>of</strong>ficers/staffs that are trained in Hindi or have working<br />

knowledge/pr<strong>of</strong>iciency in Hindi, do not accomplish <strong>the</strong>ir <strong>of</strong>ficial work in Hindi. Considering<br />

<strong>the</strong>se facts, <strong>the</strong> Committee recommends that <strong>the</strong> Department <strong>of</strong> Official Language should add<br />

an item in <strong>the</strong> Pr<strong>of</strong>orma <strong>of</strong> <strong>the</strong> quarterly report sent <strong>by</strong> Ministries/Headquarters/<strong>Offices</strong>,<br />

explaining what percentage <strong>of</strong> <strong>the</strong> original work performed <strong>by</strong> <strong>the</strong> senior <strong>of</strong>ficers <strong>of</strong> <strong>the</strong><br />

concerned <strong>of</strong>fice is done <strong>by</strong> <strong>the</strong>m in Hindi. The Committee also recommends that <strong>the</strong><br />

Department <strong>of</strong> Official Language should issue directives to all Ministries/Departments to train<br />

<strong>of</strong>ficers/staffs in a given time frame (two years) and also streng<strong>the</strong>n <strong>the</strong> monitoring machinery<br />

in this regard.<br />

(2) So far as Section 3 (3) <strong>of</strong> <strong>the</strong> Official Language Act, 1963 is concerned, Committee on<br />

<strong>the</strong> basis <strong>of</strong> inspections conducted throughout <strong>the</strong> country feels that in many <strong>of</strong>fices this<br />

section is still not being complied with. The Committee recommends that <strong>the</strong> Department <strong>of</strong><br />

Official Language should issue directives to <strong>the</strong> head <strong>of</strong> <strong>the</strong>se <strong>of</strong>fices so that all <strong>the</strong> documents<br />

issued under this Section could be issued bilingually. The Committee in its 8 th part <strong>of</strong> <strong>the</strong><br />

report had recommended abolishing <strong>the</strong> compulsion <strong>of</strong> English under Section 3(3) in region<br />

‘A’. Now in partial modification <strong>of</strong> <strong>the</strong> above it recommends that after 60 years <strong>of</strong> Hindi<br />

becoming <strong>the</strong> Official Language, <strong>the</strong> Department <strong>of</strong> Official Language should consider fixing<br />

a time-limit for initiating requisite amendments in Section 3(3) <strong>of</strong> Official Language Act 1963,<br />

abolishing <strong>the</strong> compulsion <strong>of</strong> English in region ‘A’ on <strong>the</strong> condition that barring <strong>the</strong><br />

documents (put up before Parliament) all <strong>the</strong> documents under Section 3 (3) will be issued in<br />

Hindi. If any <strong>of</strong>ficer/staff finds it inconvenient he can be provided English version <strong>by</strong> <strong>the</strong><br />

Hindi section at <strong>the</strong> earliest. This will not cause any inconvenience to <strong>of</strong>ficer/staff and after a<br />

long time requisite amendments too will be done in <strong>the</strong> provisions related to bilingualism in<br />

region ‘A’ under Section 3 (3).<br />

(3) Organizing Hindi Workshops<br />

With a view to remove hesitation in <strong>the</strong> Hindi knowing <strong>of</strong>ficers/staff to do <strong>the</strong>ir <strong>of</strong>ficial work<br />

in Hindi, <strong>the</strong> Committee in its 3 rd , 4 th , and 5 th Part <strong>of</strong> <strong>the</strong> report had already recommended<br />

about Hindi workshops to be organized, which were accepted accordingly. However, <strong>the</strong> data<br />

collected from <strong>the</strong> various inspections reveal that many <strong>of</strong>fices ei<strong>the</strong>r don’t organize<br />

workshops or even if <strong>the</strong>y organize it <strong>the</strong>y don’t ensure participation <strong>of</strong> requisite number <strong>of</strong><br />

<strong>of</strong>ficers/staff. Thus, <strong>the</strong> Committee again recommends with <strong>the</strong> amendment that <strong>the</strong><br />

Department <strong>of</strong> Official Language should issue an order stating <strong>the</strong>rein that <strong>the</strong> workshops<br />

should be organized once in every quarter i.e. 4 times in a year and out <strong>of</strong> those 4 workshops<br />

at least 1 workshop should be specially for senior <strong>of</strong>ficers. The monitoring machinery <strong>of</strong> <strong>the</strong>se<br />

workshops too should be made effective so that Hindi knowing <strong>of</strong>ficers/staff can do <strong>the</strong>ir<br />

<strong>of</strong>ficial work in Hindi as per <strong>the</strong> stipulated target.<br />

(4) Notification <strong>of</strong> <strong>Offices</strong> under Rule 10 (4)<br />

During various inspections it has come to <strong>the</strong> notice <strong>of</strong> <strong>the</strong> Committee that still <strong>the</strong>re are<br />

<strong>of</strong>fices which are required to be notified under Rule 10 (4). The condition <strong>of</strong> Official<br />
