India has established various monitoring machinery to ensure <strong>the</strong> desired implementation <strong>of</strong> its policy<br />
<strong>of</strong> implementation <strong>of</strong> Official Language. Official Language inspections play an important role in<br />
ensuring <strong>the</strong> use <strong>of</strong> <strong>the</strong> Official Language Hindi in <strong>the</strong> <strong>of</strong>fices. Out <strong>of</strong> <strong>the</strong> <strong>of</strong>fices inspected for <strong>the</strong><br />
first time, <strong>the</strong> Committee found that in 255 <strong>of</strong>fices, none were inspected even once from <strong>the</strong> point <strong>of</strong><br />
view <strong>of</strong> Official language whereas inspections <strong>of</strong> <strong>the</strong> <strong>of</strong>fices carried out again after 10 years,<br />
Committee found that 66 <strong>of</strong>fices were not inspected for <strong>the</strong> point <strong>of</strong> view <strong>of</strong> Official Language even<br />
in a year. Committee, <strong>the</strong>refore, recommends that <strong>of</strong>ficers from <strong>the</strong> Ministries/Headquarters when<br />
visiting <strong>the</strong>ir <strong>of</strong>fices for inspections on o<strong>the</strong>r aspects should also take stock <strong>of</strong> <strong>the</strong> implementation <strong>of</strong><br />
<strong>of</strong>ficial language policy, so that <strong>the</strong> monitoring machinery is streng<strong>the</strong>ned and <strong>the</strong> progressive use <strong>of</strong><br />
<strong>the</strong> Official Language is ensured. The Committee suggests that an inspection pr<strong>of</strong>orma be prepared in<br />
this regard and whenever an <strong>of</strong>ficer visits for any inspection <strong>of</strong> a subordinate <strong>of</strong>fice, he should<br />
alongwith his inspection, compulsorily conduct <strong>of</strong>ficial language inspection as per <strong>the</strong> pr<strong>of</strong>orma.<br />
During <strong>the</strong> inspection, <strong>the</strong> <strong>of</strong>ficer should also take stock <strong>of</strong> <strong>the</strong> proper availability <strong>of</strong> <strong>the</strong> resources in<br />
regard to <strong>of</strong>ficial language policy. Such type <strong>of</strong> inspection should be done at least once in a year. This<br />
inspection may be done <strong>by</strong> <strong>the</strong> Ministry or <strong>by</strong> <strong>the</strong> Headquarter <strong>of</strong> <strong>the</strong> <strong>of</strong>fice concerned or <strong>by</strong> any<br />
zonal or regional <strong>of</strong>fice above it, or <strong>by</strong> <strong>the</strong> Deptt <strong>of</strong> Official Language, an inspection calendar be<br />
prepared in this regard and accordingly, inspections can be carried out. Even when a high level<br />
<strong>of</strong>ficer or an <strong>of</strong>ficer <strong>of</strong> <strong>the</strong> highest level is visiting or inspecting a <strong>of</strong>fice, he should invariably fill <strong>the</strong><br />
above mentioned inspection pr<strong>of</strong>orma, <strong>the</strong>n only <strong>of</strong>ficials will be serious towards proper<br />
implementation <strong>of</strong> <strong>the</strong> <strong>of</strong>ficial language Hindi.<br />
7.11 It has been observed during various inspections <strong>of</strong> <strong>the</strong> Committee that in some <strong>of</strong>fices <strong>the</strong><br />
Official Language posts are lying vacant. The use <strong>of</strong> Official Language Hindi in <strong>the</strong>se <strong>of</strong>fices was<br />
also not found very satisfactory. As per <strong>the</strong> table, 96 <strong>of</strong>fices out <strong>of</strong> 869 <strong>of</strong>fices inspected for <strong>the</strong> first<br />
time were found to have vacant posts <strong>of</strong> Hindi staff and 102 <strong>of</strong>fices were found where <strong>the</strong> Hindi posts<br />
were not as per <strong>the</strong> norms set <strong>by</strong> <strong>the</strong> Department <strong>of</strong> Official Language. Similarly, out <strong>of</strong> 236 <strong>of</strong>fices<br />
which were inspected again after 10 years, 65 were found to have Hindi posts lying vacant and 28<br />
<strong>of</strong>fices were found to have Hindi posts not in accordance with <strong>the</strong> norms prescribed <strong>by</strong> <strong>the</strong><br />
Department <strong>of</strong> Official Language. The Committee in this regards suggests that <strong>the</strong> Department <strong>of</strong><br />
Official Language should periodically issue directive under a time-bound programme for initiating<br />
<strong>the</strong> filling <strong>of</strong> <strong>the</strong> Official Language posts and Ministries/Headquarters should also be directed to take<br />
appropriate action for filling up <strong>of</strong> <strong>the</strong> Official Language posts in <strong>the</strong> <strong>of</strong>fices under <strong>the</strong>m at <strong>the</strong><br />
earliest, and all <strong>the</strong> Hindi posts should be in accordance with <strong>the</strong> norms prescribed <strong>by</strong> <strong>the</strong> Department<br />
<strong>of</strong> Official Language. The Committee found that out <strong>of</strong> <strong>the</strong> <strong>of</strong>fices inspected for <strong>the</strong> first time in 377<br />
<strong>of</strong>fices, Hindi typists/stenographers do not have knowledge <strong>of</strong> Hindi typing/stenography, whereas<br />
<strong>of</strong>fices Hindi typing/stenography knowing staffs are not being utilized fully in 319 <strong>of</strong>fices . When <strong>the</strong><br />
situation in <strong>the</strong> <strong>of</strong>fices inspected again after 10 years were analysed, it was found that in 138 <strong>of</strong>fices<br />
typists/stenographers do not have knowledge <strong>of</strong> Hindi typing/stenography, and in 134 <strong>of</strong>fices Hindi<br />
typing/stenography knowing staffs are not being fully utilized. It has also been observed that in large<br />
Ministries/Departments <strong>the</strong> situation is even worse.<br />
7.12 With a view to enhance <strong>the</strong> vocabulary and knowledge <strong>of</strong> language <strong>of</strong> <strong>of</strong>ficers/staff, <strong>the</strong><br />
Department <strong>of</strong> Official Language has issued directive for purchase <strong>of</strong> books in accordance with <strong>the</strong><br />
stipulated target. The Committee in its inspections has found that in some <strong>of</strong>fices purchase <strong>of</strong> books<br />
are not being done according to <strong>the</strong> stipulated target. In <strong>the</strong> absence <strong>of</strong> reference books, literary books,<br />
<strong>of</strong>ficers/staffs remain ignorant about <strong>the</strong> use <strong>of</strong> <strong>the</strong> Official Language, and hence unable to use <strong>the</strong>m<br />
in <strong>the</strong>ir <strong>of</strong>ficial works. Hence, all <strong>the</strong> <strong>of</strong>fices should ensure complete compliance <strong>of</strong> <strong>the</strong> above rule, so<br />
