9. CONCLUSIONS AND RECOMMENDATIONS<br />
This chapter gives a summary of the lessons learnt during the execution of the 2011 <strong>PES</strong> as well as<br />
recommendations for future censuses and surveys.<br />
9.1 Lessons learnt<br />
• The fact that the <strong>PES</strong> was an integral part of the Census 2011 Programme ensured that the <strong>PES</strong><br />
was able to conduct extensive planning and allowed for the testing of methodologies and<br />
procedures well in advance of the main <strong>PES</strong>.<br />
• The operational timelines must be aligned with census activities to allow for thorough and timely<br />
completion of <strong>PES</strong> activities.<br />
9.2 Recommendations<br />
• The EA type 'Collective Living Quarters' should be decomposed, i.e. Workers' Hostels and other<br />
institutions should be separated (for sampling purposes for <strong>PES</strong> and household surveys).<br />
• Large EAs should be split for sampling and administrative purposes (i.e. appointment of staff and<br />
workload allocation).<br />
• Listing during census should include the collection of household information (for each DU).<br />
• The timing of listing should be reviewed (the lag between listing and <strong>enumeration</strong> should be<br />
shortened to minimise changes within EA).<br />
• Quality assurance should be strengthened and intensified during listing.<br />
• There should be a structured way for checking completion of both listing and <strong>enumeration</strong> (e.g.<br />
close-off checklist).<br />
• Monitoring of progress reports (from fieldwork) should be strengthened to allow for intervention if<br />
and when required.<br />
• Publicity for <strong>PES</strong> should be included in census publicity campaign.<br />
• Funding for <strong>PES</strong> should be improved to allow for appointment of a larger core team.<br />
