notice is essential.<br />

3.9 In certain circumstances, Colleges<br />

who strongly feel that a special<br />

examination should be provided<br />

(and if a special examination docs<br />

not exist) may be requested to<br />

provide the examination. The<br />

procedure is set out clearly on page<br />

4 <strong>of</strong> the State Training Board TEX 20<br />

examiners handbook. Colleges must<br />

not proceed without the permission<br />

<strong>of</strong> the STB Examinations Branch.<br />

3.10Guidelines for Special Consideration<br />

Students cannot ask for special<br />

consideration for a pre-existing<br />

illness. The fact that a student was ill<br />

prior to or while study was in<br />

progress, does not in itself constitute<br />

grounds for special consideration.<br />

The inability to study is definitely not<br />

grounds for consideration.<br />

3.10.1 Special consideration is<br />

requested from examiners in<br />

the following instances:<br />

(a) Sudden severe illness<br />

certified on a written report<br />

on the appropriate form.<br />

Other unspecific doctor's<br />

certificates are not<br />

acceptable.<br />

(b) Close death in a family<br />

involving immediate family<br />

members.<br />

(c) Chronic handicapped<br />

disabilities.<br />

(d)Court appearances<br />

3.10.2Applications for above must<br />

reach the State Training Board<br />

Examinations within strict time<br />

limits.<br />

3.10.3 (a) & (b) must be received by<br />

State Training Board<br />

Examinations within 72 hours<br />

from examination.<br />

3.10.4 (c) & (d) must be received by<br />

State Training Board<br />

Examinations 14 days prior to<br />

the examinations. Evidence<br />

must be provided to support<br />

the application.<br />

Any application received after<br />

the paper is marked will not be<br />

accepted, therefore speed is<br />

essential for applications to be<br />

effective.<br />

3.10.5 Special consideration will only<br />

assist the student in limited<br />

cases. General exemptions are<br />

not given in any subject.<br />

Therefore special<br />

consideration is extended to<br />

the opportunity to sit, or to<br />

attempt the paper. The student<br />

can be given marginal<br />

allowance for actual inability to<br />

perform or cope with the<br />

examination content. The<br />

candidate must be able (in<br />

general) to reach the common<br />

standard expected with only<br />

the borderline cases being<br />

considered.<br />

3.10.6 Special consideration will only<br />

be requested, and examiners<br />

are asked to apply a valued<br />

judgement if possible. No<br />

criteria is therefore imposed on<br />

examiners to consider or take<br />

into account such requests.<br />

The final judgement remains<br />

with the referree decision<br />

given to the examiners in their<br />

appointment.<br />

3.11Chronic or Long Term Handicapped<br />

3.11.1 A Candidate with a history <strong>of</strong><br />

disability need only apply once<br />

and if application has been<br />

approved, that student is<br />

issued with a letter showing<br />

any extra time allowance or<br />

special provision. The student<br />

should thereafter enclose<br />

photostats <strong>of</strong> that letter with<br />

each examination script so that<br />

further consideration can be<br />

given by the examiner who<br />

actually marks the paper.<br />

3.112 Chronic recognisable<br />

complaints such as Dyslexia,<br />

hearing, sight and cerebal palsy<br />

problems are usually easily<br />

verified. Any such evidence<br />

from handicapped<br />

rehabilitation centres or prior<br />

medical and College records as<br />

to the complaint will usually be<br />

acceptable and need not be<br />

further verified (by additional<br />

medical reports) other than by<br />

a letter from the<br />

Centre/College involved.<br />

However, the student must still<br />

fill in the form so that details<br />

are complete and further work<br />

is not needed by College or<br />

Examinations staff to glean<br />

missed particulars. Common<br />

allowance are:<br />

(a) Extra examination time<br />

(b) extra reading time<br />

(c) provision <strong>of</strong> scribe<br />

(d) isolation provision
