About Me
Karen McGill is the new Senior Administrative
Assistant in Renewal Licensing Department for
the KSBN. Karen is married and has 4 grown
children and a step-daughter. When not at
work Karen enjoys taking long walks with her
husband Walter around Lake Shawnee. She Loves
spending time with her children and dabbles
with scrapbooking and taking photographs of her
favorite subjects, “Her Kids”. She is very excited
about her new Chapter in Life and is looking
forward working with everyone at KSBN.
The U.S. Department of Labor is recruiting to contract with Registered
Nurses, intermittently and part-time in Garden City/Scott City, KS and
the greater Kansas City area to coordinate medical management of
injured Federal workers.
Contractual agreement is for one year with the option to renew based on
performance. Minimum requirements are: applicable state licensure(s),
case management experience in the workers compensation/occupational
health field and medical-surgical experience for 1 to 3 years. Applicants
must have computer skills and provide their own personal computers and
internet connectivity to work on these cases. Due to privacy concerns, use of
public access internet is not acceptable. The reimbursement rate is $90.00
per hour for professional time and $45.00 for administrative/travel time.
A 2 day certification training session in Kansas City, MO is mandatory. No
reimbursement for travel or lodging for certification training is provided.
Federal employees and nurses working as contractors for other federal nurse
intervention return to work programs are precluded from applying. Please

their knowledge in acquiring competent
skills. There are nursing educational
programs in the United States that do not
provide clinical experiences across the
lifespan. Kansas does not license a new
graduate from nursing programs that do
not provide clinical across the lifespan.
Again, if Kansas would join the compact,
we would be allowing a nurse to work in
Kansas that would not be licensed and
allowed to work if they lived in Kansas.
There are other unconstitutional issues with the
compact, this article only list three major issues.

Oklahoma and Louisiana have similar Attorney
General Opinions.
There are currently 24 jurisdictions (states
and territories) in the compact-there are 60 who
have the option to join. The last state to join the
compact was Missouri in 2010. With only 24
jurisdictions in the compact, the approximate
financial impact annually to the Kansas State
Board of Nursing would be a revenue loss of
$376,667 from renewal and verifications fees. The
FY 14 budget for KSBN was $2,253,539 and if
the agency joined the compact the loss of revenue
would be at least 16.7% of the annual budget. This
would require the Board to increase fees for all
licensees.
In 2013 the National Council of State Boards
of Nursing conducted a national workforce survey
of registered nurses. In this survey questions
were asked about the compact. Of respondents to
the survey who lived in a state who belong to the
compact, only 8% indicated that they had practiced
in multiple compact states. Joining the compact
would be a large financial burden for the agency
with just a small number of nurses using the
compact license.
During 2013 and 2014 there has been several
meeting of the Executive Officers from the
jurisdictions to discuss the future of licensure
models. Dialogue continues between the
jurisdictions to work towards identifying the
issues and to come to a resolution which will allow
more jurisdictions to join the compact.
