About Me<br />

Karen McGill is the new Senior Administrative<br />

Assistant in Renewal Licensing Department for<br />

the KSBN. Karen is married and has 4 grown<br />

children and a step-daughter. When not at<br />

work Karen enjoys taking long walks with her<br />

husband Walter around Lake Shawnee. She Loves<br />

spending time with her children and dabbles<br />

with scrapbooking and taking photographs <strong>of</strong> her<br />

favorite subjects, “Her Kids”. She is very excited<br />

about her new Chapter in Life and is looking<br />

forward working with everyone at KSBN.<br />

<strong>The</strong> U.S. Department <strong>of</strong> Labor is recruiting to contract with Registered<br />

Nurses, intermittently and part-time in Garden City/Scott City, KS and<br />

the greater <strong>Kansas</strong> City area to coordinate medical management <strong>of</strong><br />

injured Federal workers.<br />

Contractual agreement is for one year with the option to renew based on<br />

performance. Minimum requirements are: applicable state licensure(s),<br />

case management experience in the workers compensation/occupational<br />

health field and medical-surgical experience for 1 to 3 years. Applicants<br />

must have computer skills and provide their own personal computers and<br />

internet connectivity to work on these cases. Due to privacy concerns, use <strong>of</strong><br />

public access internet is not acceptable. <strong>The</strong> reimbursement rate is $90.00<br />

per hour for pr<strong>of</strong>essional time and $45.00 for administrative/travel time.<br />

A 2 day certification training session in <strong>Kansas</strong> City, MO is mandatory. No<br />

reimbursement for travel or lodging for certification training is provided.<br />

Federal employees and nurses working as contractors for other federal nurse<br />

their knowledge in acquiring competent<br />

skills. <strong>The</strong>re are nursing educational<br />

programs in the United States that do not<br />

provide clinical experiences across the<br />

lifespan. <strong>Kansas</strong> does not license a new<br />

graduate from nursing programs that do<br />

not provide clinical across the lifespan.<br />

Again, if <strong>Kansas</strong> would join the compact,<br />

we would be allowing a nurse to work in<br />

<strong>Kansas</strong> that would not be licensed and<br />

allowed to work if they lived in <strong>Kansas</strong>.<br />

<strong>The</strong>re are other unconstitutional issues with the<br />

compact, this article only list three major issues.<br />

Oklahoma and Louisiana have similar Attorney<br />

General Opinions.<br />

<strong>The</strong>re are currently 24 jurisdictions (states<br />

and territories) in the compact-there are 60 who<br />

have the option to join. <strong>The</strong> last state to join the<br />

compact was Missouri in 2010. With only 24<br />

jurisdictions in the compact, the approximate<br />

financial impact annually to the <strong>Kansas</strong> State<br />

<strong>Board</strong> <strong>of</strong> <strong>Nursing</strong> would be a revenue loss <strong>of</strong><br />

$376,667 from renewal and verifications fees. <strong>The</strong><br />

FY 14 budget for KSBN was $2,253,539 and if<br />

the agency joined the compact the loss <strong>of</strong> revenue<br />

would be at least 16.7% <strong>of</strong> the annual budget. This<br />

would require the <strong>Board</strong> to increase fees for all<br />

licensees.<br />

In 2013 the National Council <strong>of</strong> State <strong>Board</strong>s<br />

<strong>of</strong> <strong>Nursing</strong> conducted a national workforce survey<br />

<strong>of</strong> registered nurses. In this survey questions<br />

were asked about the compact. Of respondents to<br />

the survey who lived in a state who belong to the<br />

compact, only 8% indicated that they had practiced<br />

in multiple compact states. Joining the compact<br />

would be a large financial burden for the agency<br />

with just a small number <strong>of</strong> nurses using the<br />

compact license.<br />

During 2013 and <strong>2014</strong> there has been several<br />

meeting <strong>of</strong> the Executive Officers from the<br />

jurisdictions to discuss the future <strong>of</strong> licensure<br />

models. Dialogue continues between the<br />

jurisdictions to work towards identifying the<br />

issues and to come to a resolution which will allow<br />

more jurisdictions to join the compact.<br />
