Requirement for Pr<strong>of</strong>essional Liability<br />

Insurance for Nurse Midwife<br />

<strong>The</strong> March ARNP Committee was called to<br />

order March 25, <strong>2014</strong> at 1:30 p.m. in room 509 <strong>of</strong><br />

the Landon State Office Building in Topeka by<br />

Brenda M<strong>of</strong>fitt, Chair. Bill Anderson reviewed<br />

items for discussion in the onsite packet. <strong>The</strong><br />

agenda was amended to add under new business<br />

Medical University <strong>of</strong> South Carolina CRNA<br />

program. <strong>The</strong> minutes from the December 10, 2013<br />

meeting were approved as distributed.<br />

<strong>The</strong> following out <strong>of</strong> states schools and their<br />

roles were approved:<br />

1. Chamberlain College – FNP<br />

2. University <strong>of</strong> Detroit Mercy – Adult/Gero<br />

CNS<br />

3. SUNY Buffalo – CRNA<br />

4. University <strong>of</strong> Nebraska Med Center –<br />

Omaha CRNA<br />

5. Sage College – Psych/Mental Health NP<br />

6. Southern Adventist University – FNP<br />

7. George Washington University – FNP, Adult<br />

Gero NP<br />

8. Medical University <strong>of</strong> South Carolina –<br />

CRNA<br />

<strong>The</strong> University <strong>of</strong> Nebraska Medical Center-<br />

Omaha CRNA program is approved for an<br />

applicant with a B.S. in Nurse Anesthesia<br />

obtained in 1982.<br />

Brenda M<strong>of</strong>fit discussed that the APRN<br />

Program for University <strong>of</strong> Cincinnati had previous<br />

been approved by this committee for Adult and<br />

this is just a title change to Adult/Gero.<br />

<strong>The</strong>re was no representative from the APRN<br />

Task Force. Senate Bill No. 326 was introduced in<br />

the Committee on Ways and Means at the request<br />

<strong>of</strong> the APRN Task Force. <strong>The</strong>re has been no action<br />

on this bill at the time <strong>of</strong> the meeting.<br />

<strong>The</strong> meeting was adjourned at 1:45 pm.<br />

As a result <strong>of</strong> passage <strong>of</strong> House Bill 2516 by<br />

the <strong>2014</strong> Legislature, beginning January 1,<br />

2015 Advance Practice Registered Nurses who<br />

are certified in the role <strong>of</strong> Nurse Midwife will be<br />

defined as health care providers under the Health<br />

Care Provider Insurance Availability Act. This<br />

means each Nurse Midwife with an active <strong>Kansas</strong><br />

license will be required to obtain pr<strong>of</strong>essional<br />

liability insurance and also participate in the<br />

<strong>Kansas</strong> Health Care Stabilization Fund. Any<br />

Nurse Midwife who cannot obtain pr<strong>of</strong>essional<br />

liability insurance from a company approved by<br />

the <strong>Kansas</strong> Commissioner <strong>of</strong> Insurance will be<br />

eligible to purchase the required coverage from the<br />

Health Care Provider Insurance Availability Plan.<br />

<strong>The</strong> Availability Plan will also <strong>of</strong>fer prior acts<br />

coverage to a Nurse Midwife who wishes to obtain<br />

“tail” coverage for their liability exposure prior<br />
