diverse with 58% female and 36% employees of color.<br />

Key fac<strong>to</strong>rs that engage the large and diverse employee base<br />

include a competitive compensation and health care package.<br />

The Employee Wellness and Risk Management Office oversees<br />

a variety of programs that promote employee satisfaction,<br />

health, safety, and well-being. In addition, shared governance<br />

opportunities engage, motivate, and reward employees who<br />

participate in the decision-making processes of the college. To<br />

further motivate employees <strong>to</strong> participate fully in achieving<br />

the mission of the college, we provide faculty with innovation<br />

grant opportunities, continuing education options, tuition<br />

reimbursement, an occupational currency program, and a<br />

system for service and engaged learning. Evidence of the overall<br />

satisfaction of employees is a his<strong>to</strong>rically low full-time employee<br />

turnover (5.9%) and an average longevity of 15 years.<br />

Employees are represented by five labor unions: Local 212<br />

Full-time Faculty; Local 212 Part-time Faculty; Local 212<br />

Paraprofessionals; AFSCME Local 587, and Local 715<br />

(representing engineers and other production staff at <strong>Milwaukee</strong><br />

Public Television). Compensation issues are negotiated through a<br />

collective bargaining system, except for non-represented personnel.<br />

P.1.a(4) Assets<br />

As the largest of the 16 technical state colleges, <strong>MATC</strong> has<br />

four campuses, 11 satellite sites, and 40 Community Based<br />

Organizations spanning four counties. The college significantly<br />

invests each year in facilities and capital improvements <strong>to</strong><br />

provide the most advanced learning environments possible. In<br />

<strong>2012</strong>, $36 million was invested in improvements in classrooms,<br />

labs, and conference facilities. Technology innovations such as<br />

an upgraded Blackboard server, computer-enhanced classrooms,<br />

and <strong>MATC</strong>2Go (smartphone app) allow <strong>MATC</strong> <strong>to</strong> deliver<br />

services efficiently and effectively.<br />

In a unique partnership with the down<strong>to</strong>wn lakefront museum<br />

Discovery World, <strong>MATC</strong> utilizes 6,000 square- feet of classroom<br />

space and Discovery World’s digital theaters, which are devoted<br />

<strong>to</strong> training interactive and multimedia professionals. MPTV<br />

also has state-of-the-art high definition studio and mobile<br />

production facilities. In addition, other key parts of the college’s<br />

environmental and sustainability educational initiatives are a<br />

Pho<strong>to</strong>voltaic Educational Labora<strong>to</strong>ry at MPTV’s off-campus<br />

transmission <strong>to</strong>wer; a wind turbine at the Mequon Campus; and<br />

the Center for Energy Conservation and Advanced Manufacturing<br />

(ECAM) at the Oak Creek Campus, a $9 million, 34,000 squarefoot<br />

applied technology facility. Through these and other efforts,<br />

<strong>MATC</strong> is a leader in environmental and sustainability education.<br />

P.1.a(5) Regula<strong>to</strong>ry Requirements<br />

<strong>MATC</strong> is accredited through 2013 by the Higher Learning<br />

Commission (HLC) following the Academic Improvement<br />

Program (AQIP) pathway <strong>to</strong> infuse the principles and benefits of<br />

continuous improvement in<strong>to</strong> the culture. Currently, 31 academic<br />

programs maintain third-party accreditation as well.<br />

Through the Student Accommodation Services Department, the<br />

college ensures that students with disabilities receive equal access<br />

opportunities <strong>to</strong> <strong>MATC</strong> programs, courses, and services according<br />

<strong>to</strong> section 504 of the 1973 Rehabilitation Act and the Americans<br />

with Disabilities Act of 1990. <strong>MATC</strong> follows other federal<br />

statutes, such as EEOC and FERPA, and MPTV must comply<br />

with the regulations of the Federal Communications Commission.<br />

District Board policies and procedures dictate actions at the local<br />

level. In addition, <strong>MATC</strong> has five labor agreements that outline<br />

specific operational procedures. Figure P-1b identifies the locus<br />

of authority, college practices, and institutional measures for a<br />

variety of regulated areas.<br />

P.1.b ORGANIZATIONAL RELATIONSHIPS<br />

P.1.b(1) Organizational Structure<br />

The Organizational Chart on page B presents <strong>MATC</strong>’s structure<br />

and governance system. The Wisconsin Technical College Board<br />

(WTCSB) establishes statewide policies and standards for all<br />

the state technical college districts. <strong>MATC</strong> is governed by a<br />

nine-member District Board, which is responsible for the direct<br />

operation of the college and its programs. This District Board<br />

is empowered <strong>to</strong> levy property taxes, provide for facilities and<br />

equipment, employ staff, contract for services, and manage the<br />

district budget. <strong>MATC</strong> District Policy defines the scope and<br />
