10 Consultation process <br />

This section provides details about the current ABCB consultation<br />

processes and additional energy efficiency specific consultation for the<br />

commercial proposal. It is organised under three headings:<br />

• a discussion about the ABCB Consultation Protocol;<br />

• an overview of the ABCB Impact Assessment Protocol; and<br />

• a summary of the ABCB communication strategy and consultation<br />

process for the 2010 BCA.<br />

ABCB Consultation Protocol<br />

The ABCB is committed to regularly review the BCA and to amend and<br />

update it to ensure that it meets changing community standards. To<br />

facilitate this, the ABCB maintains regular and extensive consultative<br />

relationships with a wide range of stakeholders. In particular, a continuous<br />

feedback mechanism exists and is maintained through state and territory<br />

building control administrations and industry through the <strong>Building</strong> <strong>Codes</strong><br />

Committee. These mechanisms ensure that opportunities for regulatory<br />

reform are identified and assessed for implementation in a timely manner.<br />

All ABCB regulatory proposals are developed in a consultative framework<br />

in accordance with the Inter-Government Agreement. Key stakeholders<br />

are identified and approached for inclusion in relevant project specific<br />

committees and working groups. Thus, all proposals have widespread<br />

industry and government involvement.<br />

The ABCB has also developed a Consultation Protocol, which includes<br />

provisions for a consultation process and consultation forums. 34 The<br />

Protocol explains the ABCB’s philosophy of engaging constructively with<br />

the community and industry in key issues affecting buildings and describes<br />

the various consultation mechanisms available to ABCB stakeholders.<br />

The ABCB’s consultation processes include a range of programs that<br />

allow the ABCB to consult widely with stakeholders via:<br />
