complementary to the PFC process, a PIA allows for a more thorough<br />

impact assessment to be carried out by the ABCB.<br />

• Regulation Impact Statements (RIS) which provide a comprehensive<br />

assessment of the impacts of proposed regulation in accordance with<br />

COAG Guidelines.<br />

ABCB communication strategy and consultation<br />

process for the BCA 2010 energy efficiency<br />

proposal<br />

The communication strategy for the new energy efficiency requirements in<br />

the BCA 2010 comprises a three pronged approach as outlined in the<br />

sections below. Additionally, a schedule of key events and outputs is<br />

provided in table 10.1.<br />

1. A series of stakeholder presentations will be rolled out over the next 12<br />

months. Several of these major events will involve live web casts which<br />

will also be made available for download shortly after the event. In<br />

addition, the proposed new energy efficiency provisions will be a key<br />

focus of both ABCB’s 2009 national conference and BCA 2010<br />

information seminar series. Stakeholders will be kept informed of<br />

upcoming events via email alerts and information alerts on the website.<br />

2. Complementary information supporting that communicated at the key<br />

stakeholder presentations, national conference and information<br />

seminars will be disseminated via additional awareness and training<br />

materials such as:<br />

– resource kits;<br />

– handbooks (existing building, housing extension and on-site <br />

construction); <br />

– self-paced on line training modules;<br />

– feature articles in publications (for instance ABRB and E-ABR);<br />

– documents (for instance the regulatory proposals and RIS), placed<br />

on the ABCB website;<br />

– tools (for instance, glazing and lighting calculators), placed on the<br />

ABCB website; and<br />

– FAQ page on the website, including responses to 1300 enquiries.<br />

3. Maximise multiplier opportunities by engaging with State & Territory<br />

administrations, industry associations and educational institutions and<br />

their constituents/members. The ABCB will:<br />

– forward the schedule of proposed key events in table 10.1 to <br />

organisations for the promotion of upcoming events; <br />
