As parts of Palestine came under the jurisdiction of the Palestinian Authority, the process of state and institution building began. In order to build a society which can deal with the enormous developmental issues that face Palestinian society, much expertise is needed. MOPIC, supported and helped by UNDP and the Government of Japan, has managed the TOKTEN Programme since its inception in the West Bank and Gaza Strip. The TOKTEN Project in the Palestinian Self-Rule Areas has been an immense success. With the help of UNDP, more than 200 expatriate professionals have lent their expertise and services to the varying sectors of Palestinian society. Working hand in hand with counterparts in the West Bank and Gaza, they have been able to help develop potential in the areas of health, social sciences, education, human resource development, infrastructure, planning, finance, agriculture, the fine arts, public relations, and technology and many other fields of expertise. We appreciate the great support that UNDP and the Government of Japan have rendered to the Palestinian people through the TOKTEN Programme. We look forward to further developing the extent to which the TOKTEN Programme can help build the infrastructure necessary to take Palestinian Society to independence and fully-fledged development in the third millennium.
