As parts of Palestine came under the jurisdiction of the<br />

Palestinian Authority, the process of state and institution<br />

building began. In order to build a society which can<br />

deal with the enormous developmental issues that face<br />

Palestinian society, much expertise is needed.<br />

MOPIC, supported and helped by <strong>UNDP</strong> and the<br />

Government of Japan, has managed the TOKTEN<br />

Programme since its inception in the West Bank and<br />

Gaza Strip.<br />

The TOKTEN Project in the Palestinian Self-Rule<br />

Areas has been an immense success. With the help of<br />

<strong>UNDP</strong>, more than 200 expatriate professionals have<br />

lent their expertise and services to the varying sectors of<br />

Palestinian society.<br />

Working hand in hand with counterparts in the West<br />

Bank and Gaza, they have been able to help develop<br />

potential in the areas of health, social sciences,<br />

education, human resource development, infrastructure,<br />

planning, finance, agriculture, the fine arts, public<br />

relations, and technology and many other fields of<br />

expertise.<br />

We appreciate the great support that <strong>UNDP</strong> and the<br />

Government of Japan have rendered to the Palestinian<br />

people through the TOKTEN Programme. We look<br />

forward to further developing the extent to which the<br />

TOKTEN Programme can help build the infrastructure<br />

necessary to take Palestinian Society to independence<br />

and fully-fledged development in the third millennium.<br />
