Palestinian Partners<br />
The Palestine Economic Policy Research<br />
Institute (MAS) was the first<br />
counterpart Palestinian institution for<br />
the TOKTEN Programme. As the<br />
Palestinian Authority developed, the<br />
newly established Ministry of Planning<br />
and International Cooperation<br />
(MOPIC) was delegated the<br />
responsibility of identifying the needs of<br />
Palestinian society and development<br />
institutions. In 1996, MOPIC became<br />
the partner of <strong>UNDP</strong>/PAPP in searching<br />
for and screening curriculum vitae of<br />
potential TOKTEN consultants. As the<br />
development programmes in the<br />
Palestinian Territories grew, so did the<br />
need for expatriate professionals. Dozens<br />
of Palestinian ministries and institutions<br />
now look toward the TOKTEN<br />
Programme to address their human<br />
resource needs in a wide range of areas.<br />
As part of an outreach programme, in 1998 MOPIC launched an Internetbased<br />
network, Palestinian Scientists and Technologists Abroad<br />
(PALESTA), to help meet technical needs in the sciences, information<br />
technology and other areas. <strong>UNDP</strong> funds have helped support the initiative,<br />
which includes a database of Palestinian expatriate scientists, engineers<br />
and other professionals, as well as internet-discussions addressing questions<br />
important to the development of the Palestinian Territories.
