Mantella aurantiaca<br />

According to data in the CITES <strong>Trade</strong> Database, trade in wild-sourced M. aurantiaca<br />

reported by Madagascar 2000-2010 consisted <strong>of</strong> 29 549 live animals principally exported for<br />

commercial purposes (Table 1). Importers reported smaller quantities, perhaps because<br />

Madagascar reported on the basis <strong>of</strong> permits issued rather than actual trade; this was the<br />

case in 2000 and 2001 annual reports, but in subsequent reports the basis <strong>of</strong> reporting was<br />

not specified. Annual reports have been received from Madagascar for all years.<br />

<strong>Trade</strong> <strong>of</strong> an additional 300 live, ranched specimens for commercial purposes was reported<br />

by importers in 2001.<br />

Madagascar published export quotas for live, wild-sourced M. aurantiaca in 2001; quotas<br />

were reported to be “in preparation” in 2002 and 2004 but were not published (Table 2).<br />

Madagascar adopted a quota suspension between 2004 and 2008 following the establishment<br />

<strong>of</strong> the Scientific Authority (AC25 Doc. 9.3), with the result that no live exports were reported<br />

in this period. Export quotas for live, wild-sourced specimens were subsequently published<br />

in 2009, 2010 and 2011.<br />

<strong>Trade</strong> in 2010 appears to have exceeded the quota <strong>of</strong> 550 individuals, however, the CITES<br />

Management Authority (Rabesihanaka pers comm. to UNEP-WCMC, 2011) explained that,<br />

<strong>of</strong> the 2329 specimens exported in 2010, 1873 specimens were from the 2009 quota with the<br />

remainder from the 2010 quota. CITES Resolution Conf. 14.7 (Rev. CoP15) states that “A<br />

Party may decide exceptionally to authorize export in one year <strong>of</strong> specimens that were<br />

obtained in a previous year, and under the quota for that previous year. In such cases, the<br />

quota for the current year should not be increased in order to include the specimens<br />

obtained in the previous year. Rather the number or quantity <strong>of</strong> such specimens that will be<br />

exported should be deducted from the quota <strong>of</strong> the previous year.”<br />
