7 Conference Report The conference was attended by 38 delegates from all the T&G Transport Sector Trade Groups. The meeting was opened by Paul Clark MP, Parliamentary Under Secretary of State for Transport 75 . Paul’s speech was followed by a question and answer session, at which delegates raised a number of issues. This was followed by a round table discussion lead by: Richard Dyer, Friends of the Earth; Philippa Edmunds Freight on Rail; Gideon Middleton, Ex Wincanton, ex Kingfisher; Philip Pearson, TUC; Christopher Snelling, Freight Transport Association; Mac Urata International Transport Workers’ Federation ;Roger Wiltshire, British Air Transport Association; It became clear that the delegates thought that activists were keen to have information and materials they could use with members. They were also keen to learn more about areas that they might face when dealing with employers: biofuels and offsetting were examples where they felt they might need more information. Environmental training should have union involvement otherwise could be counterproductive, also should have rewards The afternoon session began with a brief overview of the Sustainable Transport Report by the Researchers from the Research Department. Caroline Molloy gave an overview of the report and the introductory chapter; Colin Potter reported on the Civil Air Transport chapter; John Neal reported on the Passenger Transport chapter; and Roger Sealey reported on the Docks and Inland Waterways Chapter and the Road Transport Commercial chapters Delegates then broke into groups to discuss issues arising from the Introductory Chapter and the relevant Trade Group Chapter. 7.1 Passenger Transport Trade Group Affected by politics of privatisation and deregulation – more extensive in UK than elsewhere – need to address the politics. Town planning – Around car or employer in the case of John Lewis in Leicester. Cab design committees – Frank Llwellyn heads this up for us. They felt there was some potential here. 7.2 Road Transport Commercial Trade Group Delegates fully endorsed the recommendations in the RTC chapter of the report. The issue of how to create an sustainable and integrated transport policy - through regulation – is a question for the whole country. It was recalled that in the 1960s, picking up and dropping off was largely handled locally. From 1975 this changed – along with pressure for cheaper prices. Vehicles now run double or even triple shifts for trunking and distribution. Companies do not want to hold stocks but this results in lorries not being fully loaded. An easy way to reduce the number of lorry movements would be to revert to more stock-holding. Finding means to make holding stock more financially attractive than ‘just in time’ delivery was perhaps a way for government to address some of the problems – either making the latter more expensive and/or the former cheaper. Additionally, measures that would make it more expensive for lorries to travel without a load would have a beneficial effect. 7.3 Civil Air Transport Trade Group It was considered that there are some areas that we cannot affect – e.g. the technical design of aircraft and the type of fuel used by aircraft. Employers held the key to this, the key factor for employer is saving money and as there is a direct relationship between fuel savings and environmental improvement the union can play a role in making employers aware of the measures that could be taken. 88
