well as any Operating and Capital Budget variances.

The implication of approval of this report is compliance to legislative requirements (Section 71 of
the MFMA).

In compliance to legislative requirements (Section 71 of the MFMA) this document is provided to
all stakeholders by placing it on the Mangaung website.

9. CONCLUSION
This report is in compliance of Section 71 of the MFMA, by providing a statement to the Executive
Mayor containing certain financial particulars.
RECOMMENDED
That, in compliance with Section 71 of the MFMA:
1. The Accounting Officer submits to the Executive Mayor this preliminary statement reflecting
the implementation of the budget and the financial state of affairs of the municipality for the
year ending 31 July 2013 and
2. In order to comply with Section 71(4) of the MFMA, the Accounting Officer ensure that this
statement be submitted to National Treasury and the Provincial Treasury, in both a signed
document format and in electronic format.
