The specific format for the <strong>report</strong> required to be submitted to the Executive Mayor, as referred to in section<br />
71(1), has now been prescribed in terms of Government Gazette No 32141 of 17 April 2009 but the receipt of<br />
electronic submission have not been replaced. Therefore, this <strong>report</strong> is based upon the <strong>co</strong>ntent and format of<br />
the monthly electronic <strong>report</strong>s provided to National Treasury. The information provided to National Treasury is<br />
published quarterly; therefore it is prudent that the Executive Mayor’s <strong>report</strong> be prepared on a similar basis to<br />
ensure alignment.<br />
Section 71(1) (e) refers to a requirement to <strong>report</strong> on ‘allocations’ received. The term, ‘allocations’ refers to<br />
government grants received from other spheres of government. These are <strong>report</strong>ed upon in the Statement of<br />
Financial Performance.<br />
National Treasury has determined the definition of a ‘vote’. Each municipality may determine the vote format<br />
for its expenditure, provided it also supplies Government Financial Statistical (GFS) analysis.<br />
Section 87 is a requirement to <strong>report</strong> on the performance of municipal entities. A <strong>report</strong> has been received on 8<br />
August 2013, but not with all the detail as required as eluded in this <strong>report</strong>.<br />
The market value of the investment portfolio is based on the <strong>co</strong>ntractual/ <strong>co</strong>st price of the investment portfolio.<br />
