6.11.3 Efforts to improve the legal environment<br />

A Training Manual on <strong>HIV</strong> and the Law was published in 2012 by UN<strong>AIDS</strong> and the Institute<br />

for Research on Policy, Law and Development-Viet Nam (PLD Viet Nam). The Manual was<br />

developed with support from the Bridges Across Borders Southeast Asia Community<br />

Legal Education Initiative (BABSEA CLE). 607 The Manual addresses the rights of sex workers<br />

to access harm reduction services. BABSEA CLE and the CLE Foundation also deliver<br />

Training of Trainers workshops on <strong>HIV</strong> and the law as part the project, Raising Awareness of<br />

Rights Holders and Duty Bearers on the Legal Rights of People Living with <strong>HIV</strong> (PL<strong>HIV</strong>) and Key<br />

Populations in Viet Nam. In a related initiative, UNDP and UN<strong>AIDS</strong> supported PLD Viet Nam<br />

to develop training resources for women living with or affected by <strong>HIV</strong> (including female<br />

sex workers), and to educate women on their rights under the Law on <strong>HIV</strong>/<strong>AIDS</strong> Prevention<br />

and Control and access to legal aid services.<br />
