'thirties and even the postvar period up to the early 'sixties? Is it because economic conditions nov are so different that a completely different policy response is called for? Is it that our knovledge of economics these days is so much more sophisticated that we are now able to see the error of our vays in those earlier times. Or vhat? Though these are intriguing and important questions, ve cannot here attempt to deal vith those tvo highly complex aspects of policy. It must suffice for the present to say that by caparison vith these tvo aspects of policy, many of the issues commonly raised in connection vith employment creation are either insignificant or irrelevant. Further, in the case of both these policy areas there appears to be a real danger that vs may be in the process of adopting seriously misconceived strategies. Both foreign exchange and foreiqn trade policy, therefore, call for much more intensive, open debate (vhatever may have been going behind closed doors), and are in very urgent need of reconsideration. The decisions made nov in these spheres will vitally affect our political and economic future.
