Day was celebrated with

pomp in the Capital Island 

on 26 th January 2013.

Addressing the people at

Administrator started his 

peaceful co-existence, the 

100% literacy, rich culture, 

the development in 

education, health, public 

distribution system, mid-day 

meals, nutrition, social 

welfare etc makes this 

territory a model for the 

nation.” On his message to 

the govt servants he said 

“There are 65000 people 

and we are about 7000 are 

government servants. I 

would like to remind my 

colleagues that we 7000 

government servants are 

lucky people, because the 

people have given us an 

opportunity to serve them” 

He also highlighted 

major progress and 

developments in shipping 

services such as recently 

introduced 2000 LPG 

cylinder carrier with which 

the requirements of gas 

cylinders would be largely 

taken care of. MT Oil Barge 

is under construction and is 

expected to be introduced 

shortly. The Administration is 

already got approval of the 

GOI for the construction of 

1000 MT oil Barge. With this 

the sufficient quantity of oil 

would be made available at 

all times. Two 800 MT cargo 

barges are also have been 

proposed. Two more

for the last so many years

and one contingent of boys 

from Kendriya Vidyalaya. 

On the occasion 

certificates and awards for 

the outstanding 

performance in various 

events were distributed by 

the Administrator. In the 

March Past Lakshadweep 

Police and Commando Unit 

of LP won first and second 

place respectively. 550 

students from all the schools 

at Kavaratti performed a 

fabulous mass display which 

consists of formation of RD 

2013, Patriotic Dance, 

Aerobics, and Acrobatics in 

conclude with a patriotic 

song. The fusion of 

Traditional Folk Dance 

consists of Kol Kali, Parija

are undergoing training as 

per international diving 

standards and also going to 

train another batch of lady 

divers.

Mangalore Port

Territory of Lakshadweep 

has sent a daft proposal to 

the Karnataka Government 

to set up a dedicated wharf 

at Old Mangalore Port for 

the benefit of the 

L a k s h a d w e e p 

Administration. 

To a query on the 

cost of construction of the 

wharf projects, he said it 

was estimated at around 

Rs 44.5 crore. Sayeed said 

this amount would be 

cleared by both 

Lakshadweep and 

Karnataka. The amount 

given in the proposal is not 

exorbitant and should be 

agreeable to both the 

administrations, he said. 

The proposal suggests 

the establishment of a 

300m long dedicated wharf 

for the Lakshadweep 

Administration at Old 

Mangalore Port. Apart from 

anchoring ships, the wharf 

will also help in the 

embarkation and disembarkation 

of 

passengers, and loading 

and unloading of cargoes. 

The project would be a 

major boost for the people 

of Lakshadweep and 

Mangalore, he added.

Republic Day Message - 2013 

1. Beloved citizens of Lakshadweep, Hon’ble Member of 

Parliament, President-cum-Chief Counsellor, Chairperson, 

Village, (Dweep) Panchayat, Kavaratti, Chairperson of 

Village (Dweep) Panchayats, Members of District 

Panchayat and the Village (Dweep) Panchayats, Govt. 

officials, ladies & gentlemen, 

2. On the auspicious occasion of 64 th Republic Day of our 

great nation, I extend my heartiest greetings and best 

wishes to all my fellow citizens of Lakshadweep. 

3. Although our country obtained independence on 15 th 

August, 1947, the Constitution that guarantees equal right 

to all the citizens came into effect only on 26 th January, 

1950. Henceforth this day is celebrated annually as the 

Republic Day. 

4. I consider it my moral and spiritual duty to remember 

and pay homage to all the departed leaders who have 

laid a strong foundation of development in these islands 

and the soldiers who have sacrificed their life for the 

freedom and safety of our country. 

13. Agriculture: The Department of Agriculture proposes 

to cover 1374 coconut climbers’ accidental insurance 

policy under New India Assurance Company. 

Lakshadweep Development Corporation Ltd. : 

14. In the shipping front, Lakshadweep Development 

Corporation Limited has emerged as one of the largest 

passenger vessel management Company, currently 

managing and operating 25 vessels providing employment 

to qualified islanders. 

15. The modernization of the Tuna Canning Factory at 

Minicoy is in progress and by this the production will 

increase from 1500 cans to 10, 000 cans per day. 

16. A port control tower at Suheli is becoming functional 

shortly in addition to the existing 13 port control towers at 

different islands and mainland. We have installed IVRS 

system at Port Control Tower, Kochi which can provide 

real time information on status of the ships and also ticket 

availability.

28. Dissemination of data on Potential Fishing Zone 

to Fishermen:-The Potential Fishing Zone advisories 

disseminated by the Indian National Centre for Ocean 

Information (INCOIS) Hyderabad are very useful for 

fishermen to locate rich fishing areas. 

29. Installation of Incinerators:- 

Department has installed incinerators in all the islands 

except Bitra. 

30. Setting up of Bio-Toilets:- The installation of Bio- 

Toilets has already started on 17.11.2012 at Kavaratti 

Island. And the project is likely to be completed by May 

2013 making Lakshadweep the first UT to do this thereby 

making clean ground water available to the citizens. 

31. Preparation of Integrated Island Management Plan: 

- 

5. Certainly Lakshadweep has been progressing fast after 

its formation into a Union Territory. We have seen marked 

progress in education, transport, public health services, 

communication etc. The progress of our UT has gained 

further momentum due to the sincere efforts of all 

stakeholders. 

Planning and Statistics : 

6. Planning: The union government is generous 

in allocation of funds for the development of the islands 

and these are used for vital sectors Education (11.05%), 

Health (6.49%). We have formulated the Annual Plan 

2012-13, the basic year of 12 th Five Year Plan 2012-17 

taking the inputs provided by the Panchayat functionaries 

and prepared Island Specific Plan for each sector of 

development. This is the first time, in the history of 

Lakshadweep, Island Specific Development Plans are 

prepared for all-round developement.

7. Shipping Service:- With the operation of 2000 

LPG Cylinder Carrier, M.V.Elikalpeni the Administration 

will be able to supply LPG to all islands and the quality of 

life of women will improve by this and also ease the 

difficulty in transportation of ATF, Petrol etc. 

8. 150 MT Oil Barge under construction at M/ 

s.Modest Infrastructure Limited expected delivery shortly. 

The construction of 2 Nos. 400 Passenger-cum-250 MT 

Cargo Ships is also under progress at M/s.Colombo 

Dockyard PLC, Sri Lanka. These two passenger ships 

are expected for delivery by end this year. Govt. of India 

has also approved acquisition of 2 Nos. 800 MT 

Multipurpose Cargo vessels and 1000 T oil barge for which 

orders will be placed shortly. 

9. Dedicated berth at Cochin will be operationalized 

shortly and similar facilities will be created at Beypore 

and Mangalore. A MOU for this will be signed with 

Karnataka Government shortly. 

10. Air Service:- Expression of Interest (EOI) has been 

floated inviting interested operators to conduct feasibility 

studies, recommend infrastructure assets to be developed 

in the islands for operation of the service and also to lease 

18 seater Amphibian Seaplane for operation in 

Lakshadweep. 

Department of Panchayat : 

11. The Administration in the Union Territory of 

lakshadweep has been playing a pivotal role in enabling 

the Panchayats with powers and resources to be effective 

tools for social and economic development that is 

accordance with the provisions of Lakshadweep 

Panchayat Regulation, 1994. The five major departments 

like Agriculture, Animal Husbandry, Education, Fisheries 

and Medical and Health Services have been transferred 

to Panchayat Raj Institutions with effect from 1 St April, 2012 

due to devolution of powers and are functioning fairly well. 

12. The Ministry of Panchayat Raj, under National e- 

Governance Programme (NeGP), has initiated an e-PRI 

mission to provide information Communication Tools (ICT) 

infrastructure with broadband facilities and trained 

manpower for all the Panchayats. The detailed project 

report has been approved and further action is on hand. 

The Department has imparted training on basic computer 

skills to all the Chairpersons in association with the 

Department of Information Technology. 

17. Housing: Construction of two phases of Transit 

Accommodation at Kochi has been completed and opened 

to the public. The finishing work of (third Phase) Ground 

+ four floors is in progress. Construction of transit 

accommodation for patient & escorts coming to Rajiv 

Gandhi Memorial Specialist Hospital at Agatti is under 

consideration. The construction work has been started 

for the Guest House at Kozhikode. Construction of state 

art of the art facility of Guest House and godowns at 

Mangalore will be finalized shortly. 

18. Water Supply & Sanitation: One lakh litre capacity 

desalination plants at Kavaratti, Minicoy & Agatti is running 

successfully. The Administration is taking earnest efforts 

to install similar plants in all the remaining islands. The 

Administration has initiated the process of augmenting 

the distribution network of water supply in all islands by 

constructing Overhead Tanks, Sumps and providing new 

distribution lines. 

Andaman-Lakshadweep Harbour Works : 

19. Eastern side embarkation jetty for berthing of mainland 

ships have been completed at Minicoy and Agatti and are 

being used by the ships like M.V.Arabian Sea and M.V. 

Lakshadweep Sea. Jetty works at Amini and Kavaratti are 

expected to complete 31 st January and 31 st March, 2013 

respectively. 

20. Cargo handling equipment like Cranes has been 

purchased and handed over to Port department at Amini, 

Chetlat, Kadmat, Agatti, Kiltan, Kalpeni, Androt. 

21. Tender for Conducting Techno economic feasibility 

studies for providing Slip way with Workshop facilities at 

Kavaratti has been called. 

Department of Environment & Forests : 

22. Draft Lakshadweep Climate Change Action Plan: 

The Draft Lakshadweep Climate Change Action Plan has 

been prepared by Environment & Forests to combat 

climate change in Union territory of Lakshadweep by 

incorporating seven national mission out of 8 mission 

released by Government of India, New Delhi for next 10 

years with the assistance of UNDP. 

23. Clean Kavaratti Campaign:- The department with 

panchayat raj institution at kavaratti cleaned the island, 

but a sustainable way can be found only if all citizens cooperate. 

Department of Education : 

24. With the implementation of RTE act, the main 

emphasis in the XI th Five Year Plan period will be to 

improve the quality of Education. The proposed goal of 

Sarva Shiksha Abhiyan to achieve Universal Elementary 

Education is almost achieved in Lakshadweep. 

25. The Administration now intends to start a full-fledged 

Degree college with three campuses with different courses 

in the three campuses. For the purpose of administrative 

convenience the headquarters will be at kavaratti with 

three functionally autonomous institutes. A DPR is 

proposed to be submitted shortly in this regard to GOI. 

26. The department conducted 2 nd U.T. level School 

Kalolsavam at Andrott during first week of November, 

2012. 

27. NCTE has given approval to start two year Diploma 

in Elementary Teacher Education course (TTC) from 2013 

As per the Government of India Notification on Island 

Protection Zone, 2011, Integrated Island Management 

Plan (IIMP) for Agatti, Chetlat, Amini, Kiltan and Bitra are 

prepared and placed in public domain in the Lakshadweep 

website and all Sub-Divisional Offices/ Deputy Collctor’s 

Offices in the respective islands and Office of Member 

Secretary, Lakshadweep Coastal zone Management 

Authority (LCZMA), Lakshadweep Pollution Control 

Committee (LPCC) and Science & Technology Zonal 

Offices in the islands inviting suggestions of public and 

other stakeholders. 

Department of Tourism : 

32. Tourism has vast potential to provide employment and 

income to the inhabitants of U.T. of Lakshadweep and 

the expansion of tourism industry is vital to the overall 

growth and development of the territory. The 

Administration is committed to the development of tourism 

in general and creating more job opportunities to island 

youth in particular by opening up the tourism sector to 

island entrepreneurs while giving equal emphasis on skill 

development. 

33. Department has already procured sufficient number 

of equipments for Water Sports and Scuba Dive 

Equipments. For better connectivity, the Department has 

placed supply order for 2 Multipurpose Speed Boats and 

3 Rescue Boats. With the procurement of boats 

connectivity between islands for tourists is likely to improve 

considerably generating more jobs etc. 

34. Administration has already established the 

Lakshadweep Diving Academy (LDA) to promote 

Lakshadweep as a unique dive destination and 

simultaneously having its objective to train 100 youths 

form the islands as Water Sports Instructor in Scuba 

Diving. This will open several avenues for these youths 

to start entrepreneur activity by establishing their own ‘Dive 

Centres’. 

35. As part of promotion of local culture and tradition of 

Lakshadweep and to add value to the destination 

Lakshadweep, the Department organized National 

Minicoy Fest during 23 rd to 24 th December, 2012. 

Department of Animal Husbandry : 

36. As part of control and containment of various disease 

problems in animals and birds so as to reduce various 

means of production losses by way of timely diagnosis of 

disease problems, construction of Diseases Diagnosis 

Laboratory at headquarter island, Kavaratti is completed. 

Directorate of Art & Culture : 

37. The process of digitalization of the library books is 

under way in State Central Library and it would be 

extended to Public Libraries in Islands in due course. 

38. Lakshadweep Kala Academy organized a rowing 

country boat race from Kavaratti to Kadmat on 5 th January, 

2013. 

Co-operative Societies : 

39. LCMF and its affiliated primary Co-op. Supply & 

Marketing societies have marketed 3335.82 MT of Copra 

worth Rs. 17.01 crores during season 2011-12. 

Department of Rural Development : 

40. MGNREGA: A total number of 8986 Nos. Households 

have been issued with Job Cards from 2008 onwards.


Ministry has approved the Labour Budget for generating 

1.76 lakh person days with an estimate outlay of 4.25 

Crore during the Financial Year 2012-13. 

Directorate of Employment and Training : 

41. In the examination for selection of staff for Public 

Sector, seven candidates from Lakshadweep have got 

selected out of 38 who cleared written Exam & appointed 

in various banks. A special Army & Air Force Recruitment 

Rallies are to be conducted at Kavaratti during February, 

2013. I appeal the willing Youths from the islands to 

participate in large numbers. 

42. CPWD is excepted to start construction of new ITI 

complex at Kavaratti soon. 

Department of Electricity: 

43. While the department of Electricity is celebrating the 

50 th year of electrification, the cost of electricity generation 

based on diesel is very high and hence ways to reduce 

cost including renewable sources, power saving etc. 

needs to be examined. The Augmentation and Renovation 

of Kavaratti (760KWp), Andrott (320 KWp), Minicoy 

(210KWp) and Kadmat (260KWp) are completed and 

plants under trial run and similarly renovation of remaining 

Islands are under way by BHEL. Popularization of energy 

saving devices and appliances such as solar lantern, solar 

street lights are being implemented. To make Bitra as 1 st 

LED Island by replacing existing light fitting with LED 

fittings is under final stage. 

Department of Social Welfare & Tribal Affairs : 

44. Pension to old aged, Destitute, Widows, disabled 

and Abandoned Ladies etc.:- Pension at the rate of 

Rs. 500/- per month is being paid by the department to 

old age, destitute, widows and disabled. 

45. Setting up of District Disabled Rehabilitation 

Centre (DDRC):- District Disabled Rehabilitation Centre 

(DDRC) is being set up at I.G Hospital, Kavaratti, Action 

is on hand to conduct Medical Assessment camp for 

persons with disabilities to provide durable scientifically 

manufactured, modern, standards aids & appliances to 

attain self care and independent living. Three Day Care 

Centers for disabled persons started at Kavaratti, Kadmat 

& Andrott for the welfare and development of disabled 

children at the age group 3-18 years. The department is 

providing grant-in-aid to Lakshadweep Hajj Committee for 

arranging welfare programmes for hajjis of Lakshadweep. 

Department of Women & Child Development : 

46. Ministry of Women & Child Development has 

sanctioned two centrally sponsored schemes called Rajiv 

Gandhi Scheme for Empowerment of Adolescent Girls 

(RGSEAG)-SABLA to improve the nutrition, health, 

education and recreation of Adolescent girls and Indira 

Gandhi Matritva Sahayog Yojana (IGMSY) for improving 

the health and nutrition status of Pregnant and Lactating 

women by providing cash directly as Conditional Monitory 

Benefit. At present there are 4548 beneficiaries under 

the scheme SABLA and 2002 beneficiaries under the 

scheme IGMSY. Now these two schemes are transferred 

to District Panchayat w.e.f. 01.04.2012 for implementation 

with fund and functionaries. 

47. Lakshadweep State Resource Centre for Women 

(LSRCW) is registered under State Mission Authority. The 

primary objective of the LSRCW is to work for holistic 

empowerment of women in the state cutting across 

sectors. It will facilitate government and other stake 

holders involved in women empowerment issues to 

implement gender sensitive programmes, laws and 

schemes through affective co-ordination. The main work 

taken up by LSRCW is to facilitate the drop out girls (+2 

passed) for getting degree through distance education, 

through which the girls / women can get better 

employment. 

Directorate of Printing and Stationery : 

48. The Press is undertaking almost all the printing works 

of this Administration including multicolour printing work. 

Information Technology : 

49. 15 Aashraya Common Service Centres have been 

set up to achieve Electronic Delivery of Services. To start 

with these Aashraya Centres are expected to provide e- 

Literacy to all willing population. Hence, I appeal all the 

people of Lakshadweep to join the e-Literacy course being 

offered free of cost through the Aashraya centres. 

50. A Citizen’s Application-cum-Material Supply 

Management System has been developed for 

Lakshadweep Building Development Board (LBDB) and 

is ready for use. It will go along way in bringing about 

efficiency and transparency in the process of applications 

and issue of building material to the needy from the 

islands. 

51. I feel happy to announce that, to boost our efforts, the 

Planning Commission of India has in principle agreed to 

increase‚ the bandwidth for Lakshadweep in the short term 

& to fund for submarine Optical Fibre link in the long 

term. This requires funding from GOI, for which approval 

is sought. 

Department of Fisheries : 

52. As a pilot project, the department is planning to 

introduce a multi gear fishing vessel of OAL 65 feet with 

all modern fishing amenities with the financial support of 

National Fisheries Development Board (NFDB). 

53. Mother vessel on lease :- As suggested by 

the expert committee of the Agriculture Ministry, 

Department floated EOI to procure for a mother vessel 

on short term lease (for 2-3 years). 

54. Ornamental Fish Hatchery:- This area has huge 

economic potential and requires further attention to make 

it a mass activity creating employment and economic 

improvement. I urge upon the department to work towards 

this goal. 

55. Low cost Fish Aggregation Devices:- Construction 

of FAD is costly and therefore the Department has locally 

developed a low cost Fish Aggregation Device (FAD) 

owing to the high cost of FAD deployed through external 

agencies. The newly developed FAD is getting ready to 

be deployed in Kavaratti on experimental basis. 

56. Ice Plants:- 2 ice plants are nearing completion at 

Kadmat and Bitra. 

Department of Food & Civil Supplies : 

57. Action has been initiated to construct LPG godowns 

in all Islands. In pursuance of directions of Hon’ble 

Supreme Court of India and on the initiation of 

Government of India Computerization of PDS network is 

being implemented by the Department of Food & Public 

Distribution in this UT and at present data collection and 

data entry work are already completed. 

58. The U.T.of Lakshadweep has been selected as one 

of the UTs for implementing the scheme of direct cash 

transfer on Food Subsidy to ration Card Holders and this 

process will be completed soon, and amount of subsidy 

will be transferred to the bank account of Head of Family 

of ration card holders as per the Govt. Scheme and they 

can procure the commodities from the PDS. 

Department of Road Transport : 

59. All works related to the vehicle registration and issue 

of driving licence has been computerized in all the islands. 

After the automation of RTO’s Office the work related to 

issue of Learners License, Driving License and the issue 

of Certificate of Registration could be done on the spot. 

60. We have successfully implemented the scheme of 

High Security Registration Plates in Lakshadweep and 

started affixation of HSRP to all categories of vehicles ie; 

for newly registered and existing motor vehicles since 

June 2012. 

61. This department plans to implement the Smart card 

project in Lakshadweep and will start issuing Driving 

License and Registration Certificates in Smart Card form 

from this year onwards. 

Department of Police : 

62. The law and order situation remained peaceful in all 

the islands during the year 2012. No heinous case has 

been reported during this year. Adequate and fool proof 

law and order arrangements have been made for the 

General Elections to the Panchayat held on 9 th December, 

2012. All the boats of Coastal Security in the islands have 

been made functional. 70 posts in Fire service, 79 posts 

in Lakshadweep Police, 70 posts in IRBn will be recruited 

by May, 2013. 

India Reserve Battalion : 

63. IRBn personnel participated in the Gemini 01/2012, 

which was conducted on 20 th & 21 st November, 2012. Most 

of IRBn personnel were deployed in all the islands of U.T. 

of Lakshadweep and they performed duty along with the 

Lakshadweep Police foiled every attempt of the Red Force 

(Navy) to attack the vital installation during the Coastal 

Exercise. 

Medical and Health Services : 

64. Administration of U.T.of Lakshadweep with Shanti 

Medical Information Centre, Thrissur has signed a MOU 

for maintaining a Dialysis Centre at IGH-Kavaratti as there 

is no Dialysis Unit in the whole U.T.of Lakshadweep for 

the benefit of poor local patients. 

65. Signing of MOU will be done shortly with Kerala 

Medical Services Co-operation and Administration of 

Union Territrorry of Lakshadweep for the procurement 

of quality assured medicines and other hospital 

equipments /machineries in our Health Institutions. 

66. A well equipped Blood bank at Indira Gandhi Hospital, 

Kavaratti is being set up shortly. Rajiv Gandhi Speciality 

Hospital under PPP mode has started functioning at Agatti 

with the approval of Ministry of Home Affairs with effect 

form 3 rd June, 2011. This requires to be strengthened by 

providing all required infrastructure, equipments, etc. The 

Hon’ble MP has sanctioned a CT scan machine which 

requires to be installed by the department at the earliest. 

67. The department has to further strengthen the MCT 

(Mother and Child Tracking) scheme to reduce MMR 

further. The pregnant women who are referred and 

evacuated from islands to Kavaratti and mainland 

hospitals for specialized treatments are paid to actual ship/ 

helicopter fares for the patient and one escort. 

Department of Information and Public Relations : 

68. The department has brought out beautiful pictorial Wall 

Calendar, Desk Calender, 2013 depicting the scenic 

beauties and under Water Marine life for the added 

publicity on Lakshadweep to promote Tourism in the 

islands. 

69. As I conclude, I express my sincere and heartfelt 

gratitude to Hon’ble Member of Parliament, PCC, VPCC, 

Chairperson and members of various Village (Dweep) 

Panchayat, other public representatives, distinguished 

and committed Officers and above all, to the people of
