2. Registration <strong>of</strong> substances<br />
In accordance with the <strong>Russian</strong> Fe<strong>de</strong>ration Law No 52-FZ <strong>of</strong> 30/03/1999 on “Sanitary<br />
and Epi<strong>de</strong>miological Well-being <strong>of</strong> the Population” (Art. 43 concerning state registration<br />
<strong>of</strong> substances and products) and with the Government’s Decree about “State<br />
Registration <strong>of</strong> Potentially Hazardous Chemical and Biological Substances” No 869<br />
<strong>of</strong> 12/11/1992, in the <strong>Russian</strong> Fe<strong>de</strong>ration a mandatory state registration <strong>of</strong> potentially<br />
hazardous chemical and biological substances has been implemented in or<strong>de</strong>r<br />
to prevent adverse effects on human health and the environment.<br />
State registration is applied to all individual chemical and biological compounds produced<br />
and/or imported into Russia including those used as ingredients in the composition<br />
<strong>of</strong> end products. Substances having in their composition by-products produced<br />
in the course <strong>of</strong> manufacturing or use are to be registered like individual substances 2 .<br />
Production, import and use <strong>of</strong> unregistered substances is prohibited.<br />
Since 1992 approximately 3,400 substances have been registered and are contained<br />
in a respective registration database. However, about 15,000 substances have been<br />
investigated prior to 1992, and those are consi<strong>de</strong>red as being registered as well [1].<br />
2.1 Current institutional setup<br />
<strong>The</strong> Fe<strong>de</strong>ral State-owned Establishment <strong>of</strong> Public Health (FSEH) — <strong>Russian</strong> Register<br />
<strong>of</strong> Potentially Hazardous Chemical and Biological Substances (RRPHCBS) is entrusted<br />
by Rospotrebnadzor with the preparation <strong>of</strong> documents necessary for the state registration<br />
<strong>of</strong> chemical and biological substances. <strong>The</strong> institution is a National Correspon<strong>de</strong>nt<br />
<strong>of</strong> the UNEP Chemicals programme.<br />
