in<strong>de</strong>pen<strong>de</strong>nt views and come up with critical assessment <strong>of</strong> governmental initiatives.<br />
It does function in a close interaction with ministerial divisions both at the fe<strong>de</strong>ral and<br />
regional (agency) levels, however capable <strong>of</strong> <strong>de</strong>veloping strategy documents and research<br />
on innovative solutions (IT mo<strong>de</strong>ls). TOXI has its own accredited laboratory for<br />
radioactivity and chemical tests. It has a regional status, therefore may cover larger<br />
area than only St.Petersburg<br />
