At present, Laguna CIDT in coordination with San Pedro MPS is still conducting further<br />

investigation to determine the rightful owner of said motor vehicle and file appropriate charges<br />

against subject person, if evidence warrants.<br />

2. Arrest of Ronel MORAL for QUALIFIED THEFT and Bernard CARRENO for THEFT<br />

On June 12, 2013 at about 1:30AM along Governor’s Drive, brgy. Sampaloc 4, Dasmariñas City,<br />

Cavite, personnel of Cavite CIDT led by PSI ALBERTO CAMARCE under the direct supervision of PCI<br />

REYNALDO A MAGDALUYO, arrested Ronel MORAL y Tan for Qualified Theft and Bernard CARRENO<br />

y Obor for Theft and both employees of Fiber Home Company, a Sub-Contractor Company of the<br />

PLDT.<br />

The arrest of the herein suspects stemmed from the complaint filed before this Cavite CIDT on<br />

June 12, 2013 at about 12:30AM by Mr. Vicente DELLA y Borgonio, a duly representative of Digitel<br />

Telecommunication Company, who complained of rampant theft incident involving multi-purpose<br />

cable line wires along the vicinity of Brgy. Sampaloc 4, Dasmariñas City, Cavite.<br />

Acting on the said complaint, personnel this Cavite CIDT accompanied the complainant, Mr.<br />

Vicente DELLA y Borgonio at Brgy. Sampaloc 4, Dasmariñas City, Cavite together with Security<br />

Guards Elieser P Comilang and Nelben J Lipura of the Globe Telecom for possible police operation on<br />

the alleged theft of cable line wires of the said telecommunications company.<br />

Consequently, the suspects wee chanced upon while in the act of loading to a Multicab “Rusco”,<br />

which was described as colored blue and bearing PN: TOV-115, several pieces of Multi-Cable Wire<br />

Lines belonging to the Digitel and Globe Telecommunications Company.<br />

The herein suspects readily introduced themselves as employees of Fiber Home Company, a<br />

Sub-Contractor of PLDT, however, they failed to present any pertinent documents relative to the<br />

legality of their of their activity and connection with Fiber Home Company.<br />

The above-named suspects were immediately take into custody of Cavite CIDT considering the<br />

evident violation of the crimes of Qualified Theft and Theft, together with the stolen items,<br />

composed of Multi Cable Wire Lines.<br />

The arrested suspects were apprised of their constitutional rights in the dialect/language known<br />

to and understand by them and the nature of the offense imputed against them. They were brought<br />

to Cavite CIDT Office, as well as the seized items, for documentation and proper disposition.<br />

Several pieces of the stolen cable wires were positively identified by the Digitel<br />

Telecommunication Company as the property of the latter and described as “Digitel Columbia<br />

Wires”. On the other hand, the other pieces of cable wires lines were identified by Mr. Arturo P Cruz<br />

of Globe Telecommunication Company as property of the latter which was described as “Property of<br />

Innove Communications”.<br />

According to Mr. Vicente B Della, duly representative of Digitel Telecommunication, the stolen<br />

Digitel Cable line has commercial value amounting to Forty Four Thousand Three Hundred One<br />

Pesos and Sixty Eight Centavos (Php44,301.68) while the other cable lines described as “Property of<br />

Innove Communications” has commercial value of One Hundred Twenty Thousand Pesos<br />

(Php120,000.00) based on the declaration of Mr. Arturo P Cruz, a Globe representative.<br />

On June 13, a case for Qualified Theft and Theft were filed before the Office of the City<br />

Prosecutor, Dasmariñas City, Cavite docketed under IS No. IV-24-INQ-13F-195.
